-2- The licensee shall, by July l, ]989, submit a plan acceptable 'to the Department which provides for the receivino and non-landfill manaqement of the followinq: Yard waste from individuals by September ], ]989. Yard waste from haulers by January 1, !990. Brush and tree trimminqs by July 1, 1990. White qoods by September ], 1989.. Waste motor oil by January 1, 1990. Spent lead acid batteries by January 1, 1990. Individual recyclable drop-off service by September l~ ]989. The failure of the County at any time to reouire performance by the licensee of any provisions of the oroinance or t. hese license conditions shall in no way affect the riaht of the County thereafter to enforce the same. Nor shall waiver bv the County of any breach of any of the ordinance or license provisions be taken or held to be a waiver of any succeedinq breach of such provision or as a waiver of any. provision itself. ]0. If any provision of this license shall be declared void or unenforceable. the other provisions shall not be affected, but shall remain in full force and effect. Il. The County. specifically reserves the rioht to amend, suspend or revoke this license consistent with applicable law as reasonably required to protect the public health, safety and welfare and the environment. WAIVSRS The provisions of Section I. subsection 8 are waived to permit the use of oraded compacted water treatment plant lime sludae as an intermediate cover, because it is a temporary use and would reduce leachate oeneration~ conditioned upon the followino: The lime sludge will be applied over daily cover. The use shall be limited to ~reas draininQ away from refuse fill. The intermediate lime sludge cover will be removed prior to further filiino. Surface drainage will be controlled to prevent discharoe into or onto areas not protected by final cover.
