The licensee shall surface reclaimed oraded or borrow areas with soil of ]3. .15. a quality as would be conducive to qood turf establishment. Such required topsoil shall be planted with leoumes and qrasses. Such plantinq shall be adequate to control soil erosion. The licensee shall maintain, within the borrow areas, a minimum separation of 6 feet between the hiqhest water table and the bottom of the excavation. The licensee shall place no appurtenances or structures on the sub.iect D. ropertv which exceed an elevation of ]020' MSL. Final slopes for the Vertical Expansion will be a maximum of twenty-five percent The licensee shall inspect and maintain all equipment and vehicles utilized at the facility to minimize noise. Applicable state stanoards for noise ~ollution may not be exceeded bv the operation, equipment, vehicles or machinery. The licensee shall cause all surface and around waters discharaed from the .site, at its point of departure from the landfill site. to meet all ~ppticable federal and state water ouatitv standards and shall perform any water treatment necessary to comply with said standards. MONiTORiNG The licensee shall conduct a water monitoring program as set forth in the Department's policy statement "Procedures for Landfill Water Monitoring." The licensee shall conduct Phase II monitoring at ~ells. lA, 2A, 7, 8, and 9. This monitoring to include all Phase II requirements at the July sampling event. At the other two sampl'ing events during the license year, analysis for Table II.metals and volatile organic ~ompounds shall be perf:rme~, if any additional Phase II parameters, beyond Table II metals and volatile organic compounds, are identified in the July sampling, they shall be included in the analysis of the subsequent October and April sampling events. __ ~ The licensee shall use a volatile oraanic compound analysis method which produces minimum detection limits at least as low as those associated with method 524.1. The licensee shall prepare and submit to the County, by September 1, 1988, a Franconia aquifer monitoring plan. Such plan shall include, at a minimum, Franconia wells placed near the down gradient edge of the contaminant plume at the "aB" level, and specifications for well construction, sampling frequency, and the parameters to be measured. Implementation of the plan shall be accomplished within 60 days of County approval of the plan.
