-7- The licensee shall implement the revised monitoring pro?am prepared by Foth/Van Dyke and dated March 30, 19B7. This monitoring plan is amended as follows: The sampling frequency for wells lB, 6BB, and 11BB need only be once per year. Wells 2BBB, 29BB, 3DBB, and 3BBB ~hould shall be sampled three times per year. Well 3BBB, placed in the tunnel valley south of Well 34BB, should .shall be included in the monitoring program. The list of volatile organics set forth in the plan should shall also include ~, 1-dichlQroethylene, methylene chloride, l~l,2,2-tetrachloroethane, and 1,1,2-trichloroethane. Preservation of phenolic samples with CaSO4 should shall be amended to read CuSO4. The sampling frequency of the private wells, PW 2, PW 92 and PW 93, shall be increased to three times per year. Water level measurements shall be taken and recorded, at the time of each sampling event, from all monitoring wells and piezometers. CLOSURE!POST CLOSURE FINANCIAL ASSURANCE !. ~_~ The licensee shall comply with the closure/post closure plan dated April 30, 1987. The financial analysis set forth in this plan is amended as set forth in ~able I. 2__~..!~The licensee shall provide financial assurance for si~e operation,--'"~ closure work (as set.forth in Section-.V, s~bsectian 5..A,' ~, C, D, E, F, G,-H, ~, J,-L, and M of the Solid Waste Ordinance), surface drainage control, and closure period final cover and turf maintenance by / performance bond in the amount of $350,000. The licensee shall maintain / on site at least 60,395 yds. of acceptable final cover soil (36,895 yds. middle horizon and 23,500 yds. upper horizon) as set forth in the licensee's correspondence of July 23, 1987. Said soils shall be "~ protected from erosion and shall not be used except as may be //~ specifically approved by the Department. 3~ :~. The licensee shall provide up to $1,412,8~5 of financial assurance forl closure period needs not covered by the bond in item 12 above and post ~ closure period needs as set forth in Section II, subsection 8. B. (!) \ of the Solid Waste Ordinance and that this financial assurance be financed at the rate of $.~O/compacted gate yard and $.35/loose or uncompacted gate yard of solid waste received.
