47. That the proposed use will not be disturbing to existing neigh- <br /> boring uses. <br /> <br />48. That the proposed use will be served adequately by essential <br /> public facilities and services; such as highways, streets, police <br /> and drainage structures, and that the persons or agencies <br /> responsible for the establishment of the proposed use shal~ be <br /> able to adequately provide such services. <br /> <br />49. That the proposed use may require special considerations for fire <br /> protection but that the persons or agencies responsible for the <br /> establishment of the proposed use should be able to adequately <br /> provide such protection. <br /> <br />50° That the proposed use will not create additional requirements at <br /> public cost for public facilities and services. <br /> <br />51. That the tire processing facility will not be detrimental to the <br /> economic welfare of the community. <br /> <br />U2. That the proposed use will involve uses, activities, processes, <br /> materials, equipment and conditions of operation that will not be <br /> detrimental to persons, property, or the general welfare by reason <br /> of excessive production of traffic, noise, fumes, or odors° <br /> <br />CONCLUS IO~ <br /> <br />On the basis of the foregoing Findings, the Planning Commission con- <br />c2~udes that the proposed use does/does not comply with the require- <br />~ents of the City Code sections 170.013D and accordingly recommends <br />approval/d~enial of the application for a Conditional Use Permit by <br />Waste Management Minnesota, Inc. contingent on approval of all other <br />review agencies. <br /> <br />The motion for the adoption of the foregoing findings of fact was duly <br />seconded by Planning Commissioner and upon vote being <br />taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the sale: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said findings of fact were declared duly passed and <br />recommended for adoption by the Ramsey Planning and Zoning Commission <br />this the 7th day of March, 1989. <br /> <br />ATTEST: <br /> <br />Planning Commission Chairman <br /> <br />Cit5~ Administrator <br /> <br />5 <br /> <br /> <br />
