The remainder will be shipped off <br />site for further processing. <br /> <br />That the Applicant has stated that ash resulting from the <br />recovery process is temporarily stored until a truck quantity <br />is accumulated and then is transported off site for further <br />metal recovery processing and ultimate disposal. <br /> <br />A baghouse filter system in a separate structure is proposed <br />by the Applicant to lower potential particulate emissions to <br />a level of less than 0.01 grains per dry standard cubic foot. <br />(~.~ o~_..~~..~ <br />That the Applicant proposes to install a Shaffer Aluminum <br />Recovery Furnace Model 2500 with an input capacity of 2000 <br />lbs./hr, of feedstock material with a rated propane burner cf <br />3mm BTU/hr. <br /> <br />That staff observed the melt furnace in operation on March 30, <br />1989 and observed no visible emissions from the melting <br />operation. <br /> <br />That MPCA air quality standards require particulate emissions <br />to be less than 75 micrograms per cubic meter for primary <br />standards and 60 micrograms per cubic meter for secondary <br />standards. <br /> <br />That the Applicant has stated that the aluminum processing <br />facility will meet State (MPCA) and Faderal (EPA) emission <br />standards. <br /> <br />That City staff has checked with MPCA staff, Air Quality <br />Division,regarding air quality permitting concerns and that <br />Mr. Tom Kelly and Mr. Ahto Niemiaja, MPCA, have indicated that <br />the current and proposed operation of Mr. Karst's does not <br />need an air quality permit. <br /> <br />That MPCA staff has indicated that metal recovery is a <br />relatively new industry which is basically now evolving from <br />a "junkyard" industry to a legitimate industrial business. <br /> <br />That MPCA's expressed primary concerns are: <br /> <br />Amount of oil and fluids in transmissions and methods of <br />containment and disposal.. <br /> <br />Reclamation of wire and wire processing due to <br />po!ychlorinated insulation and subsequent potential soil <br />contamination with dioxins and furans. <br /> <br />3 <br /> <br /> <br />
