METROPOLITAN COUNCIL M,,~r~ ~'ar~, Cen,re. 230 ~, rCh S, re~,. St. Va.t, ~. ~ 612 291-6359

March 17, 1989

Mark S. Banwart
Community Development Director
city of of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, Minnesota 55303

Dear Mark:

The Council's Natural Resources and Park and Open Space staffs
have reviewed the city's proposed plan for the Mississippi River
Critical Area trail (letter dated February 27, 1989 to Carl
Schenk). The staffs recommend that portions of the proposed
routing be reconsidered consistent with the objectives of the
Critical Area designation. In view of Anoka County's proposal
to expand Mississippi West County'Park the proposed trail routing
affected by the expanded park should be reconsidered. Expanded
public ownersip of the riverfront will provide an opportunity to
route the trail closer to the river in this area rather than
along the Highway 10 corridor as proposed.

West of Alpaca Estates the proposed trail would follow the
Highway 10 corridor. A route closer to the river through an
undeveloped area is proposed as an alternate. The route along
the highway is outside the river corridor boundary and has
little relationship to the river. The alternate route is in the
corridor and could be planned in conjuncticn with the future
development of the area to take advantage of the recreational
benefits of the river. The recommendation for this segment
should be reconsidered.

Yours truly,

Carl Schenk
Environmental Planner

cc: Ron Cox, Anoka County
Rand Kluegel, EQB
