Banwart <br />Community Development Director <br />city of of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Minnesota 55303 <br /> <br />Dear Mark: <br /> <br />The Council's Natural Resources and Park and Open Space staffs <br />have reviewed the city's proposed plan for the Mississippi River <br />Critical Area trail (letter dated February 27, 1989 to Carl <br />Schenk). The staffs recommend that portions of the proposed <br />routing be reconsidered consistent with the objectives of the <br />Critical Area designation. In view of Anoka County's proposal <br />to expand Mississippi West County'Park the proposed trail routing <br />affected by the expanded park should be reconsidered. Expanded <br />public ownersip of the riverfront will provide an opportunity to <br />route the trail closer to the river in this area rather than <br />along the Highway 10 corridor as proposed. <br /> <br />West of Alpaca Estates the proposed trail would follow the <br />Highway 10 corridor. A route closer to the river through an <br />undeveloped area is proposed as an alternate. The route along <br />the highway is outside the river corridor boundary and has <br />little relationship to the river. The alternate route is in the <br />corridor and could be planned in conjuncticn with the future <br />development of the area to take advantage of the recreational <br />benefits of the river.
