Case #2: Status Of blr. James Martin's Request For Ci! <br /> Regarding Anoka County's Imminent Domain Of Ills ' <br /> <br />Commissioner Steffen stated that last year the Count), appropriated revenue sha~ <br />for the purchase of land along the Mississippi River owned by Mr. Martin to e <br />park property donated by Mr. Huseby. In response to concerns raised by <br />Economic Development Commission, the County would provide an alignn <br />easement for the Mississippi River Bridge from the crossing to Hwy. # 10. Martin noted that he is requesting that placement of the acquisition line be s <br />is left with a developable depth along Hwy. 4410. <br /> <br />Commissioner Steffen noted that there is a certain amount of acreage required <br />qualify for revenue sharing dollars but Mr. Martin's concerns are also being <br />consideration. <br /> <br />The Council recessed at 8:40 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:58 p.m. <br /> <br />Case #3: Request For Preliminary Plat Approval Of Oak Run A, <br /> <br />Mr. Banwart stated that the Planning and Zoning Commission is reco: <br />preliminary plat approval of Oak Run Addition which consists of 12 lots loc~ <br />Nowthen Blvd. and north of and including Coquina Street. The main issue is th. <br />Street is an existing unsurfaced City street with several residents; the City's s <br />code requires developers of new subdivisions to improve the streets; Mr. Gerai <br />determining whether the street improvements should be bv a petition of prope <br />for a public improvement project or by an arrangement between himself ar <br />property owners. <br /> <br />Mr. Bauer noted that he would also like the sealcoating escrow required of de, <br />new subdivisions waived in this case. Mr. Bauer stated that in this case there <br />residents in the subject area and assessing future sealcoating costs to the <br />propert-y owners is more consistent with City policy in this case. <br /> <br />Mayor Reimann expressed concern with the common access onto Nowthen Blv~ <br />5 and 6. Mr. Banwart noted that the County has approved the common access. <br /> <br />Mayor Reimann noted'that area residents are concerned with speeding vehicles c <br />and suggested street improvements include speed bumps or dips. Mavo~ <br />requested that City Staff report back to Council regarding the City's responsi'bill <br />to speed bumps and dips. <br /> <br />Mayor Reimann stated, and Councilmember Cich agreed, that waiving the s <br />escrow in this case would be appropriate since the proposed subdivision is no <br />land and includes an existing, dedicated Cit-3, street that is currently being mainta/ <br />City and needs improvements. <br /> <br />CiD' Council/March 28, 1989 <br /> Page 7 of 12 <br /> <br /> <br />
