Case #9: Review Paved Vs. Unpaved Street Maintenance Costs: <br /> <br />City Council reviewed the analysis of maintenance costs for paved vs. unpaved street <br />prep,u-ed by City Engineer Raatikka and Public Works Superintendent Mevissen. <br /> <br />Mayor Reimann requested that the Road and Bridge Committee review the report and may <br />recommendations to City Council. <br /> <br />Case #I0: Central Park Turf Establishment And Irrigation Project:! <br /> Improvement Project #89-3: <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to adopl <br />Resolution #89-03-60 approving plans and specifications and ordering advertisement fo: <br />bid for Improvement Project #89-3, Central Park Turf Establishment and Irrigation. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson ant: <br />Cich. Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />Mayor Reimann noted that the City will be ordering and planting many ~rees for Arbor Da~ <br />and requested that Merland Otto make recommendations for tree planting locations a~ <br />Central Park and Ramsey Municipal Center. <br /> <br />Case #11: MUSA Expansion Update: <br /> <br />Mr. Otto reported that Metro Council has indicated that the), cannot approve the amendment <br />to Ramsev's Comprehensive Plan as proposed and suggested the following conditions for <br />a MUSA ~oundary expansion: <br /> <br />1. Ali new development within the MUSA bounda.D,., must connect to sanitary sewer. <br /> <br />Existing development within the MUSA boundary with failed on-site systems and <br />access to sanitary sewer must connect to sanitary sewer;, ali existing development <br />with failed systems and no access to sanitary sewer may repair on-site systems but <br />must connect to sanitary sewer when it becomes available. <br /> <br />Allow for development north 'of Trott Brook at a density of 4 units per 40 acres. <br /> <br />Allow for development at a density of one unit per 2.5 acres of 100% Class A soils <br />between Trott Brook and the Year 2000 MUSA boundary. <br /> <br />In the n'ansition area, development would be allowed at a density of 4 units per 40 <br />acres. <br /> <br />Mr. Hartley noted that City Staff is continuing to investigate the City's liability for the <br />taking of development fights and pursuing Metro Council cooperation in accepting liability. <br /> <br />Mr. Otto stated that there will probably not be full Metro Council action on the proposed <br />comprehensive plan amendment until July and there are 4 subdivisions in Ramsey that <br />would like to begin development this Spring that hinge on the comprehensive plan <br />amendment. In the interim of an overall comprehensive plan amendment, Metro Council is <br />a~eeable to an acre for acre exchange.
