PARK AND RECREATION COMMISSION ESTABLISHMENT OF COMMISSION <br /> <br />The City of Ramsey is promoting the development of a quality park system and recreation <br />program consistent with the financial capability of the community; and The City Council has <br />the aulhority Io establish commissions to advise the City Council with respect to policy <br />formulation for municipal functions and activities; and As a consequence of the increasing <br />complexity of the park and recreation function, it is desirable to establish a park and <br />recreation commission; and It is acknowledged fha1 tr~e significance of the park and <br />recreation function is such that it must be effectively responsive to the citizens of the <br />community; and In pursuil of such goals, the City Council recognizes the need to define the <br />duties and responsibilities to be assigned a park and recreation commission; Therefore, there <br />is hereby established within the City of Ramsey sn advisory park and recreation commission. <br /> <br />A, TITLE <br /> This organization shall be known as the. Ramsey Park and .~ecreation Commission. <br /> <br />B. SCOPE <br /> The scope of activity of this commission shall consist of advising the City Council and other <br /> Ramsey advisory commissions regarding matters relevant to the City's park and recreation <br /> facilities. <br /> <br />C. OBJECTIVE <br /> The primary objective of this commission is to monitor and reflect the attitudes and concerns <br /> of the citizens of Ramsey relative to the park system and recreation programs, and 1o advise <br /> 1he Cily Council of cilizen attitudes and policy matters relevant lo the park and recreation <br /> function in Ramsey. <br /> <br />D. DUTIES AND <br /> In <br /> 1. <br /> <br /> R ES PONSI BI LITIES <br /> fulfillment of its objective, the duties and responsibilities of the commission shall be to: <br /> Develop, recommend, and upon adoption by the City Council, monitor the execution of a <br /> comprehensive plan for the park and recreation function in the City of Ramsey. <br />2. Report to the City Council regarding achievements toward fulfillment of the <br /> comprehensive plan and recommend amendments to the plan as necessary. <br />3. Continually review and evaluate the park system development and recreation <br /> programming. <br />4. Develop and recommend methods to stimuiate positive public interest in the park and <br /> recreation functions. <br />5. Monitor and reflect attitudes and consensus of citizens relative to the park system and <br /> recreation programs and serve as a forum for the citizens to voice their opinions <br /> regarding the park and recreation function. <br />6. Promote coordination with the s~hool district(s) serving Ramsey, encouraging 'the <br /> inlerchangeable use of city and school district facilities and pro,rams to the best interests <br /> of the citizens. <br />7. Encourage dissemination of information to, and coordinate with, Ramsey organizations <br /> interested in the park and recreation function, such as athletic groups, youth groups, <br /> civic organizations, etc. <br />$. Develop and recommend feasible programs relative to the conservation of our <br /> environment. <br />9. Encourage coordination with other communities to the extent appropriate in matters <br /> <br /> <br />
