1.6 Award: The City may make the award to the most responsive and responsible proposal. The City <br />reserves the right to conduct any tests it may deem advisable and to make all evaluations. The City <br />reserves the right to reject any or all proposals, in whole or in part and is not necessarily bound to accept <br />the lowest quote if that quote is contrary to the best interests of the City. The City reserves the right to <br />waive minor irregularities. <br />1.7 Award Protest: A firm submitting a proposal may appeal the award decision by submitting a written <br />protest to the City of Ramsey Municipal Center within five (5) business days of the date of the award <br />notice, with a copy of the protest to the successful proposer. The protest must contain a detailed <br />statement of the basis for the challenge. <br />1.8 Communication with the City: It is the responsibility of the firm submitting a proposal to inquire <br />promptly about any requirement of this RFP that is not understood. Responses to inquiries, if they <br />change or clarify the RFP in a substantial manner, will be forwarded by addenda to all parties that have <br />received a copy of the RFP. <br />1.9 Submission: A SIGNED original of the Proposal Form (Attachment C) must be received at the <br />Ramsey Municipal Center 7550 Sunwood Drive NW Ramsey, MN 55303, in a sealed envelope labeled <br />"2013 Park Maintenance Quote" no later than 2:00 P.M. local time, March 7th, 2013. The proposal must be <br />date stamped by City Staff (available at the 'front desk') in order to be considered. Firms submitting a <br />proposal are strongly encouraged to submit proposals in advance of the due date to avoid the possibility <br />of missing the 2:00 P.M. deadline due to unforeseen circumstances. The City assumes no responsibility <br />for delays caused by any package or mail delivery service. A postmark on or before the due date WILL <br />NOT be a substitute for receipt of proposal. Proposals received after the due date and time will be <br />returned unopened. Additional time will not be granted to any single proposal, however, additional time <br />may be granted to all firms submitting a proposal when the City determines that circumstances require it. <br />FAXED OR E-MAIL PROPOSALS WILL NOT BE ACCEPTED. <br />3IPage <br />
