Chairman Zimmerman informed the applicant that the City h~s conducted an extensive and costly study for the Highway 10 Corridor. Included in this study is the rc;-3mmendation that the Ci;y require the exterior of buildings to be constructed 50% with something other than metal. Mr. Ward stated that while he does not disagree with this requirement, he does not wish to redo the entire front of his building. He asked that he be allowed to have metal siding on the now addition so that it will blend ~n with the rest of the buildin9 and not look like an "add on", Commissioner Shumway stated that he feels the Commission has already set a precedence on this issue with their action on the McGregor addition proposal where the City required compliance with the ordinance. Commissioner Hendriksen pointed out that this is a well maintained building and the proposed addition is to the rear so it will be hidden by the existing structure, He stated that ho does not feel the applicant should be required to add 50% non-metal siding, Commissioner LaDue agreed stating that he understood the ordinance requirement was for pole buil.uings. The Commission addressed the issue of requiring blackl, op surfacing instead of Class 5 gravel. Mr, Ward explained that they blacktopped the yard area three years ago but the area flooded and caused extensive damage, Because of the proximity of Highway 10 it is necessary for semi-trucks to make a pivot turn to back up to the loading ramp. This pivoting action destroys blacktop surfaces. The Con'~mission proceeded to review the City Engineer's letter dated June 6, 1989. Mr. Ward informed the Commission that they need to provide a 10 foot right-of-way for s future drainage easement, Because of this they are not able to plant trees for screening purposes, as recommended by the Engineer. Commissioner Shumway stated that the City is attempting to have businesses within the Highway 10 Corridor comply with the ordinance and bring their properties up to code. He pointed out that other businesses along Highway 10 have deliveries made by semi-trucks and he feels the Commission should not set an adverse precedence by not requiring an upgrade to the exterior and blacktop sudacing. Commissioner Hendriksen stated that he has no problem with having the addition constructed to match the existing building but he also feels the front portion of the parking lot should be paved and that evergreens should be placed in an east/west direction parallel t,':.. Highway 10 in an effort to screen the tank storage area. Commissioner Shum','.'ay pointed out that the ordinance requires applicants for permits to bring their building u.;. to code, including the exterior, blacktop sudaces and screening. Commissioner Terry stated that the structure is probably within the 50% requirement once you consider the glass surfaces. Mr. Banwart informed the Comm!s.~ion that plan, zoning plan and site use standards. Planning and Zoning Commission for their the Council has directed staff to research the site The staff recommendation will come before the input before it is returned to the Council. Motion by Commissioner Hendriksen and seconded by Commissioner Terry to recommend approval of the site plan submitted by Mr. Kearn Ward of Skelgas, Inc., contingent upon compliance with the items contained in the City Enginee:'s report dated June 6, 1989, Planning & Zoning Commission/June 12, 1929 Page 4 of 9
