10. Resolution ~89-06-I26 authorizin~ City Ad:nix;istrator to retain the services of Building Inspector. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cicb and Peterson. Voting No: None. COUNCIL BUSINESS Case #1: MUSA Expansion: Mr. Otto reported that the Metro Council Staff Report recommends cienial of' Ramsey's request for an expansion of the MUSA boundaries. The recommendation for denial is based on two key issues: 1) t:.amsey is in conflic: with Metro Council policy of 4 units in .40. acres zoning; 2) Ramsey': ::pproach to utilization of regional sewer facilities bv not ::aggressively requiting existing development to connect to the svsmm within a two ,,,ear period. If these issues are not addressed by Ramsey City Cc;uncil prior to meetings scheduled with Metro Council on Wednesday, June 14 and Thursgay, June 15, there is no hope for a favorable response to Ramsey's request for a MUSA expansion, l~_r. Otto noted that there have been indications that the tin'ting is right to campaign for Metro Council to change it's one in ten policy. Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt Resolution #89-06-127 declaring the City's intent to implement one in ten zoning calculated on the basis of four units in forty acres within the City's non-sewered area. Further Discussion: Councilmember DeLuca stated tha: the sukiect resolution should indicate that implementation of one in ten zoning is contingent upon the MUSA expansion being approved. Council agreed that the implementation of one in ten zon:.ng should be contingent on nothing less than an approved 400 acre MUSA expansion and the following para~aph was added to the resolution: 'Whereas, it is the intent of the City Council to modify it's policy to comply with Metro Council development framework provided that Metro Council approves the City's current request to expand the MUSA area.' Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cicb and Peterson. Voting No: None. Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Resolution #89-06-128 declaring the City's intern to change Metropolitan Council policy implementing one in ten zoning calculated on thc basis of four units in forty acres within the City's non-sewered area. Otto stated tha: another concern of Metro Counzil that on-site ordinance:, eliminate seepage pits. In practice, seepage pits have not been allowed for years and the ordinance should be revised with or without approval to the MUSA expansion.
