approval of Cedar Hills Addition until issues noted in the City Engineer's review dated October <br />27, 1988, are resolved, even to the point of reworking the plat if necessary. Furthermore the <br />Planning and Zoning Commission requested the City Council review the proposed plat of Cedar <br />Hills Addition and comment on the extent of their intent for a Southwest access from the plat to <br />County Road #116. <br /> <br />On November 15, 1988, the Ramsey city council directed Wally Anderson, developer of Cedar <br />Hills Addition to make every effort to negotiate an access for the Southwest portion of that <br />subdivision to County Road #116. <br /> <br />On November 16, 1988, Staff recommended that an Environmental Assessment Worksheet <br />(EAW) be ordered for Cedar Hills, Windemere Wood and Chestnut Hills Additions when the City <br />receives the sketch plan for Chestnut Hills Addition. <br /> <br />The developers presented their PARK CONCEPT PLAN to the Ramsey Parks and Recreation <br />Commission on December 8, 1988. The joint proposal was reveiwed by the Parks and <br />Recreation commission. The consensus of the commission was to accept the overall concept along <br />with the trail to the North but not to make a motion for acceptance until the commission <br />receives the required plats showing the entire area of the three developments, all the trail <br />linements and public use areas. <br /> <br />On January 3, 1988, the Ramsey Planning and Zoning Commission passed a motion to <br />recommend to city council to order an EAW for the three developments and resubmit the sketch <br />plan for Chestnut Hills Addition with correct right of way woods and lot areas. On January 10, <br />1989, the Ramsey City Council ordered the preparation of an Environmental Assessment <br />Worksheet for EQB approval relating to the pros development of Cedar Hills, Chestnut Hills and <br />Windemere Woods Additions. The EAW was duly submitted for agency review on February 24, <br />1989. <br /> <br />On April 25, 1989, the Ramsey City Council adopted the findings of Fact #0251- Chestnut Hills <br />Environmental Assessment Worksheet and Resolution #89-04-84. <br /> <br />On May 11, 1989, the City of Ramsey received a letter from the Minnesota Environmental <br />Quality Board (EQB) acknowledging receipt of a negative declaration and indicating that no <br />would be prepared for Chestnut Hills, Cedar Hills and Windemere Woods. <br /> <br />The significant results of the EAW identified three principal subject areas. <br /> <br />Wetlands: The plan proposes to minimize impact on existing wetlands by <br />preserving major wetland areas.
