Fire Chief Kapler reiterated this is strictly conceptual. We just asked the architect to take a
building and plop it on that lot. He talked about the in and out access for vehicles and that the
County radio tower was included. Staff was concerned if we would have enough parking and
turn around area and room for a polling place. He again stated this is really conceptual but that
he needs to know if the City Council is comfortable with a building on that lot. He noted the two
data centers are no longer in the game. This is as far as we go right now.
Deputy City Administrator Nelson suggested that the data centers may not totally be out.
Mayor Ramsey stated he is fine with using that space and the building fits as proposed but he
suggested to have only what we need to have and as far as a polling place, we could always use
Ramsey Elementary.
Chief Kapler stated that the goal would be if Council is interested, to hire them at that point to do
a detailed drawing of the building and at that time and get direction from the City Council on
how to move forward. We are not solidifying any walls.
Mayor Ramsey stated that he did not hear it talked about as a polling place. He did not say only
include what the City Council says to include — he wants to hear staff input for what we need.
Councilmember Elvig stated that with regard to the site — its high ground — it feels good to have
the fire station on high ground. It's a good location — there are expansion capabilities — he likes
its visibility and that visibility is comforting to people. He stated he is in favor of that location.
Councilmember Backous stated he feels it should be further north. That would be a more
strategic location — it would be up by the water tower on Highway #47. He commented he did
not know anything about the radio towers.
Chief Kapler stated that staff has looked at these things. He did not foresee Ramsey going to a
career fire department any time in the near future. We will continue. on as a paid, on -call
department. It's tough to pull people from less populated areas to get more staff. We have
talked about this for years. The key here is traffic ways — they are ideal — Highway #47 — north —
Nowthen north and south and Alpine east and west.
Councilmember Backous stated that we do not quite know where shared services will go so it
seems to make most sense to have it on the north end.
Councilmember McGlone stated that we have a piece of property that was owned by the City
before he came to Ramsey. He talked about turning that into a trade. We received a detailed
book from BKV but now we are looking at blocks again. He stated he has no problem with this
but he is confused as to how we got back to this.
City Administrator Ulrich stated that the details were part of the space planning so more a
process of what are our needs. It was not detailed plans — it was a space needs analysis. It got to
that level but not building specifications, etc. — that was for discussion.
City Council Work Session / April 3, 2012
Page 2 of 10
