Mayor Ramsey stated that it sounds like the engineering group took some liberties. <br />Councilmember Strommen stated that you have to do some level of detail to determine needs and <br />then you figure out where you are at — and then you move forward. That's normal for an <br />architect to have to do that. She felt this is a good site. We have a joint meeting coming up with <br />all the members of the joint fire group. This fits into that and she feels we have demonstrated a <br />building that will serve our needs and fit on this site. <br />Councilmember Elvig stated you have to do some overall planning - — it may have gone further <br />and first thing we ask is how much - it was too costly — then we scaled back. It takes a fair <br />amount of planning to talk about vehicles in and out, etc. To Councilmember Backous' point <br />about where it should be — he gave a background of discussions had with regard to location of <br />this fire station. He stated he is confident that the coverage to the north and shared services is <br />very viable. <br />Mayor Ramsey stated he feels somewhat in favor of planning and we will need to wait to see <br />where the money is coming from. <br />Chief Kapler stated he appreciates the opportunity to talk about this. <br />Councilmember Elvig talked about the data center and whether or not it would actually be an <br />option to put it there. He talked about the large refrigeration units on top of the building and how <br />extremely noisy it would be in a residential area. <br />Mayor Ramsey asked don't we do an environmental process to which Mr. Ulrich replied yes. <br />Councilmember Wise stated we are spending a lot of time on location — are we actually choosing <br />this site. Are we mapping this? <br />Chief Kapler replied that we mapped it for the City use. There is the issue of the tower in <br />collapse — we did not want it to touch any private property. Are we totally committed — no — <br />partially — yes. <br />2.01 Discuss Legal Services Contract <br />City Administrator Ulrich stated that the contract is up for legal services on June 30. If we want <br />to issue an RFP, we need to start that process soon. <br />City Attorney Goodrich stated that he has no immediate plans for retirement and he would <br />appreciate extending his contract. The fees will remain the same for the coming year and he <br />would be glad to provide answers to any questions the City Council may have. <br />Mr. Ulrich noted the extra time and effort it takes for an RFP process. <br />City Council Work Session / April 3, 2012 <br />Page 3 of 10 <br />
