Mayor Ramsey stated that he thought about this and felt that an RFP would be a good idea. We <br />should maybe look at a City Attorney that can do municipal properties and maybe do closings <br />with The COR, etc. Maybe look at an attorney that could do more. <br />Police Chief Way stated its two separate deals — civil and prosecution - it would be difficult to <br />find someone who would be able to do it all. <br />Mayor Ramsey stated that he felt they should look for someone who could do civil, real estate <br />and prosecution. <br />Councilmember Tossey inquired of Chief Way how he feels Randall & Goodrich are on the <br />criminal end. <br />Chief Way replied they are very responsive and aggressive — they have done very well for us — <br />they are willing to take chances. <br />Mayor Ramsey stated he did not have any trouble with Randall & Goodrich — he is just looking <br />at the future. Mr. Goodrich will eventually retire and we need to look at that. <br />Councilmember Backous inquired when was the last time we went out for RFP's for legal <br />services to which Mr. Ulrich replied three years. <br />Councilmember Elvig stated that Mr. Goodrich brings a lot of continuity and history to the City <br />of Ramsey and he really appreciates that continuity. However, at some point in time, we need to <br />look at this — maybe six to eight months down the road. <br />Mayor Ramsey stated that if Mr. Goodrich had someone on his staff to handle real estate <br />transactions — that would help. <br />Councilmember Elvig stated that you have to have a specialized real estate attorney for that like <br />Tom Bray. <br />Councilmember Strommen stated that she completely understands what Council is saying and <br />she would be in favor of looking at that down the road. She does not feel it's uncommon to use <br />different firms for different issues. <br />Councilmember Wise stated there would be some cost savings if everything was done by one <br />firm and added that we have to quit bringing up Mr. Goodrich's retirement. <br />Councilmember Backous stated nothing against Bill but he feels we should do RFP's at least <br />every three years if we are doing our job. <br />Mayor Ramsey asked what the time commitment and cost is to do an RFP. <br />City Administrator Ulrich stated that it takes about 60 days. He explained the process. If we go <br />out for RFP's all the time — like every year - and we always stay with the same person, we will <br />City Council Work Session / April 3, 2012 <br />Page 4 of 10 <br />
