He added the burden to do this is basically staff time. <br />Mayor Ramsey stated he is concerned about overtaxing staff. <br />Mr. Ulrich stated that if we get 25 RFP's — it's really time consuming to go through them. You <br />can use the same RFP but you may want to change that. It depends on what the market is. <br />Deputy City Administrator Nelson stated that she took care of the process last time and it is a lot <br />of work. We had quite a few responses. She would argue it's a considerable amount of work. <br />Police Chief Way stated that in that process, we had some law firms that put in for both and if <br />you add a third one you might get a lot of singles so that would make even more work to go <br />through the proposals. <br />Councilmember Elvig stated his concern is if we have a new person come in now - staff will <br />have to bring the new member up to speed on every project which is a tremendous drain on staff. <br />He is not sure we are at that place where we can even do this. <br />Mayor Ramsey stated that at a certain time you have to go out for proposals. <br />Councilmember Wise stated that maybe stuff is slipping through the cracks but if nothing is <br />wrong why create a problem and more work. Mr. Goodrich has a boatload of experience. <br />Councilmember Strommen stated that the point is some regular review is good. The time has to <br />be right. The RFP is one piece but her concern is if you make a change, that's one more thing to <br />add on and that's more than we need to deal with at this time. This is something we can control <br />and let's leave it for now. <br />Councilmember Tossey expressed agreement with everyone. The RFP will be a lot of work and <br />we just saw the amount of work it puts on staff. Maybe delay it for a while so people can get sea <br />legs under them. He added he could go either way. <br />Councilmember McGlone stated that he did not have a problem extending Mr. Goodrich's <br />contract for another year. He agreed with the fact that we are shaking up the apple basket and <br />having stability in areas we can control is good. He agreed we should give Mr. Goodrich another <br />year and noted that his prices are the same. <br />Councilmember Elvig expressed agreement with Councilmember McGlone. <br />Mayor Ramsey stated that the consensus and sentiments around the table dictate that this should <br />stay the same but to look at it in another year. <br />Mr. Ulrich stated staff will bring it back the same time next year. <br />City Council Work Session / April 3, 2012 <br />Page 5 of 10 <br />
