2.02 Recreational Vehicle use in the City of Ramsey <br />Police Chief Way stated that staff and Council talked about this issue a little during the 2012 <br />Strategic Planning Session when Councilmembers identified the "Consideration of Recreational <br />Vehicles on the City Streets as a goal. He asked to see the number of people in favor of looking <br />at this. Mayor Ramsey and Councilmember McGlone indicated an interest. Councilmember <br />Wise stated he was interested in looking at it if it is to ride on City streets - not in the ditches. <br />Chief Way stated it was to be City streets. Chief Way explained that the current City Code <br />addresses recreational vehicles which includes ATV's, snowmobiles, off - highway motorcycles, <br />mini - bikes, go -carts and any other motorized vehicles that, by use, would fit this definition. If it <br />is desired that ATV's be allowed on the City streets, it will be necessary to create a new <br />ordinance that deals specifically with the ATV use so that it can be clear and concise. <br />Discussion ensued relating to roadworthy vehicles and if a four- wheeler is roadworthy, why isn't <br />it allowed. Chief Way explained that the State requires a few things that we have to have in our <br />ordinance to be able to allow it. He added that East Bethel is the only place that he knows of that <br />allows four- wheelers on the street. <br />Mayor Ramsey noted that what Council received in the case and what State Statutes says seems <br />to be a bit of a conflict. If we have no ordinance, it basically would allow it because there is <br />nothing to prohibit it. The question is do you want to allow residents to ride four - wheelers on <br />the streets — yes or no. <br />Mayor Ramsey stated his vote would be yes. <br />Councilmember Backous stated he has an open mind and will vote to discuss it. <br />Mayor Ramsey stated that if the interest isn't to open this up to the whole City then he doesn't <br />want it. <br />Councilmember Tossey stated he was open to discussion. He did not know this was even an <br />issue. <br />Councilmember Strommen asked what the need is for this. <br />Mayor Ramsey stated the "fun police" need to leave. He did not feel this will cause problems. <br />He sees this as a freedom and it should be allowed as long as rules are followed. <br />Councilmember Tossey inquired if we allow hunting in The COR. <br />Mayor Ramsey replied yes, as long as the Chief permits it. <br />Councilmember Backous felt that with a City the size of Ramsey — we are asking for trouble if <br />we let four- wheelers drive around the whole City. <br />City Council Work Session / April 3, 2012 <br />Page 6 of 10 <br />
