Councilmember Wise felt that we are talking about a lot of exceptions and that there will always <br />be exceptions. He suggested there needs to be some limitations to where they can go <br />Mayor Ramsey stated that he believes if you are over 16 and have a valid driver's license and the <br />ATV is insured and licensed — the DNR commissioners says the City shall permit these. The <br />City can issue a blanket permit. He is not saying we do not do an individual one either. He feels <br />we should allow ATV's and golf carts that are licensed and insured with licenses on the vehicles, <br />we should permit them and allow them everywhere. He did not like limiting them. Thirty miles <br />per hour no matter what road. He stated he wasn't sure but he thought the shoulders on County <br />roads would be open. <br />Chief Way thought they did have that in their ordinance. <br />Councilmember Tossey stated that the only thing about having it in a business — there has been <br />talk about the roundabouts and he did not want them — but they are coming — why would we <br />want to allow these in business districts. That seems weird; maybe we just loosen up on it in the <br />residential area. <br />Councilmember Elvig commented that ATV's and golf carts are two completely different <br />vehicles. If you had a designated tails for golf carts that would be great. He did not understand a <br />four- wheeler in a business district. For him to support it, it would be different types of ATV's. <br />If you are going to try something new — try it smaller. Do not go for the "whole enchilada "! <br />Mayor Ramsey stated that if someone has a four- wheeler and they want to come to The COR, he <br />thought that would be a great thing. <br />Councilmember Tossey felt that having these in the business part of The COR seems odd to him. <br />He felt we should look into it but feels we should not say all or nothing. <br />Councilmember Strommen stated she is not in favor of this personally. She added she is hearing <br />a consensus on hearing more on this. <br />Chief Way asked if he should look at the residential area and start there. We will have to totally <br />review that ordinance and make one for snowmobiles, one for the golf carts, etc. He felt we will <br />not be able to have one for all. <br />Public Works Director Olson asked if we are focusing on streets and staying off streets. <br />Mayor Ramsey replied yes — bikes and pedestrians only on the trails. <br />Councilmember Strommen stated that personally she would not be in favor of this. In Ward 4 in <br />some places you can hardly get your cars down the road. <br />Mayor Ramsey suggested taking an ATV instead of a car. He did not believe we are going to <br />have people jumping on their four- wheelers just to go out for a joy ride. People may actually use <br />them for transportation.
