1) Nominate Chair and Vice -Chair for the Public Works Committee — Ratify the <br />recommendation of the Public Works Committee and approve Councilmember <br />Backous as Chair and Councilmember Kuzma as Vice - Chair. <br />2) Consider Interim Trail in the Right -of -Way of US Highway 10 and 169 — Ratify the <br />recommendation of the Public Works Committee and address the request for a <br />temporary trail within the right -of -way of Highways 10 and 169 between Bowers <br />Drive and Llama Street by altering driveway /ditch approaches, etc. such that a trail <br />may be mowed by the City a few times a year at minimal expense and direct staff to <br />investigate the permanent grant funded bituminous trail for construction in 2013 with <br />reimbursement of Federal monies at some point in 2015. <br />3) Review Automated Vehicle Locator (AVL) System and Consider Purchase — Ratify <br />the recommendation of the Public Works Committee and approve staff to purchase <br />the Precise MRM System and installation in all large plow equipment and sidewalk <br />cleaning machine. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, LeTourneau, Elvig, <br />Kuzma, Riley, and Tossey. Voting No: None. <br />5. APPROVE AGENDA <br />Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to approve the <br />agenda as presented. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Kuzma, <br />Backous, Elvig, Riley, and Tossey. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Authorize Contracted Mowing Services for The Draw, Municipal Center, and the <br />Northstar Commuter Rail Station <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to use Village Green Landscapes. <br />The Council acknowledged this is a well thought out strategic plan. <br />Motion by Councilmember Elvig, seconded by Councilmember Backous, to approve Village <br />Green Landscapes for the 2013 mowing of The Draw, the Municipal Center, and the Northstar <br />Rail Station and authorize the City Administrator to enter into such agreements with <br />Metropolitan Transit as may be necessary for the City to provide summer outdoor landscape <br />services at the Northstar Commuter Rail Station. <br />City Council / April 9, 2013 <br />Page 4 of 6 <br />
