CASE #14: <br /> <br />By: <br /> <br /> ADOPT PARK DEDICATION ORDINANCE <br />Mark S. Banwart, Community Development Director <br /> <br />Background/Observations: <br /> <br />On July 25, 1988, City Code 170.06 "Park and Open Space", as amended, went into effect. The <br />purpose of the ordinance is to provide funds which the City can dedicate and use only for the <br />acquisition of parklands, playgrounds, trails, and/or open space, as well as provide a means for <br />the City to acquire a reasonable portion of each new subdivision for public use as parklands, <br />playgrounds, trails, and/or open space. <br /> <br />On January 3, 1989, the Planning and Zoning Commission tabled the discussion of park <br />dedication. On January 10, 1989, there was discussion regarding park dedication for a <br />particular addition. Council directed staff to report back at City Council meeting on January <br />24, 1989, at which time there would be information available from the Park and Recreation <br />Commission. On January 12, 1989, the Park and Recreation Commission made a motion to <br />direct the City Attorney, City Engineer, City Landscape Architect, and the Community <br />Development Director to gather and make some recommendations in the form of a draft park <br />dedication ordinance. <br /> <br />On February 22, 1989, a special joint meeting of the City Council, Planning and Zoning <br />Commission and Park and Recreation Commission held a discussion regarding park needs and a <br />draft park dedication ordinance. On April 25, 1989, the Ramsey City Council consensus was to <br />schedule a joint meeting on May 11, 1989, with the Parks and Recreation Commission and the <br />Planning and Zoning Commission to review a final draft of the proposed park dedication <br />ordinance. On May 11, 1989, a joint meeting of the Ramsey City Council, Ramsey Planning and <br />Zoning Commission and Ramsey Park and Recreation Commission was held to review the draft <br />park dedication ordinance. Councilman DeLuca read through a number of concerns that were <br />expressed at the special City Council meeting with developers which was held on April 3, 1989. <br />These concerns were: <br /> <br />2. <br />3. <br />4. <br />5. <br />6. <br /> <br />The procedure of developing land <br />Through their streets <br />Placement of major parks <br />Placement of trails system in the City of Ramsey <br />Park dedication fees and other cities <br />The need to have someone attend a few Council meetings and Park and Recreation <br />Commission meetings at other cities <br />A community survey <br /> <br />Planning and Zoning Chairman Zimmerman expressed that there was a lot of support for Central <br />Park but also felt there was a need for a long term plan for parks. Park and Recreation <br />Commissioner Hetland stated that in the last five (5) years the City has not acquired any land <br />for parks or park dedication other than for the trail system. Planning and Zoning Commissioner <br />Hendriksen stated that he did not believe that developers should have the right to develop a <br />private park. Mayor Reimann stated that developers should have the right to put in a public <br />park but also feels that developers should not be expected that a private park should satisfy the <br /> <br /> <br />
