E. COMPOSITION The commission shall be composed of a chairman and si>: members. F. MEMBERS METHOD OF SELECTION - TERM OF OFFICE REMOVAL 1. The cnmrman shall be selected annually by a majority vote o{, the commission. The chairman may be remc'¢ed by a majority vote of the commission. The chairman shall have the tollowing responsibilities in addition to those otherwise described herein: a. Preside over all meelings of the commission. b. Appear or appoint a representative to appear, as necessaW, before the city advisory commissions and the City Council to present the viewpoint of the commission on matters pertaining to the park and recreation function as it relates to business under consideration by said commission or City Council. c. Review all City Council, Planning Commission and other advisor}, commission minutes and inlorm the park and recreation commission of matters relevant to the park and recreation function. d. Provide liaison with other governmental and volunteer units in matters relating to park and recreation function, e. Prepare agendas for each commission meeting. 2. A vice chairman shall be appointed annually by the chairman.The vice chairman shall pedorm such duties as ma), be assigned by the chairman and shall assume responsibilities of the chair in the absence of the chairman. 3. Ivlembers of the commission shall be appointed by a majority vote of the City Council for terms of three years, except that any person appointed to fill a vacancy occurring prior the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such lerm. 4. Members of 1he commission shall be residents of the City of Ramsey while serving on 1he commission and shall represent a broad range of interest in the park and recreation function. 5. The commission became effective on their first meeting on October 23, 1975. 6. Commissioners may resign voluntarily or may be removed from office by a majority vote of the City Council. Three consecutive unexcused absences from duly called commission meetings shall constitute automatic resignation from office. Vacancies in the commission are to be filled by City Council appointment with a majority vote. 7. Commissioners shall serve without compensation. RULES AND PROCEDURES The commission shall adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business. Ho MEETINGS Regular meetings shall be held at least once a month with date and time determined by the commission. Special meetings may be called by the chairman. All meetings shall be public meetings and open to the public. EX-OFFICIO MEMBERS The mayor may appoint a council member of city staff person as an ex-officio member of the commission privileged to speak on any matter without a vote, and the ex-officio member shall provide a liaison between the commission and city council.
