,..;Df, f~,,¢.~,;DN ESTAELISHMENT OF COMi'¢.ISSION <br /> <br />Tne Cib' of Ramsey is promoting the development o' & quality par~; system and recreation <br />program consislent with the financial capability of the community: and The Cily Council has <br />tn6 autho:'i~v lc> (..-.,¢ .... ~ c3mmissions to &dvise t..qe ,-,~h Cou~.3i; v,,~tr~ res;)e:', to ~:oh3y <br />formulation for municipal functions and activities; and As s consequence of the increasing <br />complexity of lhe park and recreation function, it is desirable to establish a park and <br />recreation commission; and If is acknowledged fha~ the significance of the park and <br />recreation function is such that it must be effectively responsive to the citizens of the <br />community; and In pursuit of such goals, the City Council recognizes the need to define lhe <br />duties and responsibilities to be assigned a park and recreation commission; Therefore, there <br />is hereby established within the City of Ramsey an advisory park and recreation commission. <br /> <br />TITLE <br />This organizalion shall be known as the Ramsey Park and Recreation Commission. <br /> <br />SCOPE <br />The scope of activity of this commission shall consist of advising the City Council and other <br />Ramsey advisory commissions regarding matters .relevant to the City's park and recreation <br />facilities. <br /> <br />OBJECTIVE <br />The primary objective of this commission is to monitor and reflect the attitudes and concerns <br />of the citizens of Ramsey relative to the park system and recreation programs, and to advise <br />the City Council of citizen attitudes and policy matters relevant to the park and recreation <br />function in Ramsey. <br /> <br /> DUTIES AND RESPONSIBILITIES <br /> In fulfillment of its objective, the duties and responsibilities of the commission shall be to: <br />1. Develop, recommend, and upon adoption by the City Council, monitor the execution of a <br /> comprehensive plan for the park and recreation function in the City of Ramsey. <br />2. Report to the City Council regarding achievements toward fulfillment of the <br /> comprehensive plan and recommend amendments to the plan as necessary. <br />3. Continually review and evaluate the park system development and recreation <br /> programming. <br />4. Develop and recommend methods to stimulate positive public interest in the park and <br /> recreation functions. <br />5. Monitor and reflect attitudes and consensus of citizens relative to the park system and <br /> recreation programs and serve as a forum for the citizens to voice their opinions <br /> regarding the park and recreation function. <br />6. Promote coordination with the school district(s) serving Ramsey, encouraging the <br /> interchangeable use of city and school district facilities and programs to the best interests <br /> of the citizens. <br />7. Encourage dissemination of information to, and coordinate with, Ramsey organizations <br /> interested in the park and recreation function, such as athletic groups, youth groups, <br /> civic organizations, etc. <br /> Develop and recommend feasible programs relative to the conservation of our <br /> environment. <br /> Encourage coordination with other communities to the extent appropriate in matters <br /> <br /> <br />
