City Council met on August 8, 1989 and reviewed the Wojcik's request to expand Ramsey Auto <br />Sales. The concerns and recommendation of the Planning and Zoning Commission to deny the <br />request were discussed. City Staff did note that the proposed expansion is a minor change to an <br />already approved use and the site plan submitted includes development plans that will be an <br />improvement to the site and address some of the existing problems. Council agreed that the <br />Planning and Zoning Commission has raised some valid concerns regarding the operation of <br />Ramsey Auto Sales but that there should be an effort to work with the applicant when there is a <br />desire to make improvements. Council indicated that they will consider approving the request to <br />expand Ramsey Auto Sales and requested that the Planning and Zoning Commission provide input <br />to the terms that will be included in the conditional use permit. <br /> <br />It should also be noted at this time that on August 22, 1989, City Council adopted a resolution <br />requesting that Mn/DOT post 'no parking' signs along the Hwy. #10 corridor. <br /> <br />Observations: <br /> <br />The site plan indicates that the 3 parcels involved will accommodate a total of 126 display vehicles <br />and 14 customer/employee parking spaces. It also proposes improvements that will eliminate the <br />bituminous encroachment onto the County Road #56 right-of-way. <br /> <br />The site plan indicates removal of the easterly access and making improvements to what would be <br />the center and western most driveways from the 3 parcels onto Hwy. #10. The applicants <br />submitted the site plan to Mn/DOT and received approval to retain two accesses onto Hwy. #10. <br />The City Engineer has recommended that the center driveway not be improved since the parcels can <br />be served by the westerly driveway. City Staff has recommended consolidation of the three lots <br />into one. Robert Wojcik expressed a desire to retain the parcels as separate lots of record and both <br />of the accesses onto Hwy. #10 to preserve the marketability of the property. City Council <br />understands the applicant's desire to preserve the marketability of the property and the City's <br />inability to take away access rights; on that basis Council is asking that the applicant only use the <br />westerly access on Hwy. #10 while the properties are being operated as an auto sales lot.
