o <br /> <br />No street lights should be installed in existing rural <br />developments, but they should be installed in urban areas. <br />However, the cost of installing the lights should not be borne by <br />the benefitting property o~-ners (it should be borne by the City); <br />and <br /> <br />Nobody wants to pay for operating costs (inversely, the City <br />should pay for the utility bills); and <br /> <br />o <br /> <br />In rural areas, it is a toss-up if lights should be at intersections <br />and they should not be at regular intervals; and <br /> <br />In urban areas, lights should be at regular intervals but not <br />necessarily at intersections. <br /> <br />On March 7, 1989, the Ramsey Planning and Zoning Commission tabled the <br />Review of Street Lights as a subdivision requirement. <br /> <br />On March 13, 1989, the consensus of the Planning and Zoning Commission was to <br />direct staff to prepare a draft ordinance amendment for consideration that wou]d <br />establish the following policies: <br /> <br />a) <br /> <br />The addition of street lights to existing rural and urban <br />neighborhoods would be handled in accordance with the City Charter <br />as it relates to public improvements -- City consideration of the <br />improvement will require a petition from the residents. The <br />construction and maintenance costs would be assessed to the <br />benefitting property owners. <br /> <br />b) <br /> <br />Street lighting would be required in newly developing urban <br />neighborhoods at intersections and regular intervals. Construction <br />costs would be the responsibility of the developer; maintenance costs <br />would be the responsiblity of the benefitting property owners. <br /> <br />The Planning Commission also requested that the Police Department prepare a <br />report regarding major and hazardous intersections throughout the City where <br />street lights should be installed. <br /> <br />On May 2, 1989, the Ramsey Planning and Zoning Commission tabled the Review <br />of Street Lights as a subdivision requirement. <br /> <br />On May 16, 1989, the Ramsey Planning and Zoning Commission tabled the Review <br />of Street Lights as a subdivision requirement. <br /> <br />On June 12, 1989, the Ramsey Planning and Zoning Commission tabled the <br />Review of Street Lights as a subdivision requirement. <br /> <br />On July 10, 1989, the Ramsey Planning and Zoning Commission tabled the Review <br />of Street Lights as a subdivision requirement. <br /> <br /> <br />
