<br />That James M. Martin, hereinafter referred to as "Applicant", has properly applied for a
<br />rcz(,ning from I-1 Industrial to R-1 Rural Residential.
<br />
<br />That the Applicant appeared before the Planning and Zoning Commission for a public
<br />hearing pursuant to Section 170.013C of the City Code on November 6, 1989 and that said
<br />public hearing was properly advertised and that the minutes of said public hearing are
<br />hereby incorporated by reference.
<br />
<br />That the property which is the subject of the application is legally described as follows:
<br />

<br />
<br />That part of the following described tract lying northerly of a line drawn from the northeast
<br />corner of Lot 8, Block 3, Alpaca Estates 2nd Addition as recorded with the County
<br />Rccorder's Office, Anoka County, Minnesota, to a point on the south line of Lot 4,
<br />Auditor's Subdivision Number 34, as recorded with the County Recorder's Office, Anoka
<br />County, Minnesota, and 66 feet west of the east line of said Lot 4 as measured at right
<br />angles to the east line of said Lot 4:

<br />That part of Lot 4, Auditor's Subdivision Number 34 in the Southwest Quarter of the
<br />Southeast Quarter, and of the East Half of the Southwest Quarter of Section 28, Township
<br />32 North, Range 25 West, and of Government Lot 1 and 2, Section 33, Township 32
<br />North, Range 25 West, Anoka County, Minnesota, described as follows:

<br />Commencing at the point of intersection of the southwesterly line of U.S. Highway
<br />Number 10 and a line drawn parallel with and 615 feet west, as measured at right angles,
<br />from the east line of said Southwest Quarter of the Southeast Quarter of Section 28; thence
<br />South parallel with said east line of the Southwest Quarter of the Southeast Quarter and
<br />parallel with the east line of said Government Lot 2 a distance of 1600 feet to the actual
<br />point of beginning of the tract of land hereby to be described; thence West a distance of 66
<br />feet; thence North 66 degrees 36 minutes West a distance of 990 feet; thence North a
<br />distance of 440 feet; thence south 66 degrees 30 minutes East a distance of 990 feet; thence
<br />North parallel with the first course a distance of 1192.6 feet, more or less, to the
<br />southwesterly line of said U.S. Highway Number 10; thence northwesterly along the
<br />southwesterly line of said U.S. Highway Number 10, 2199.1 feet, more or less, to the
<br />west line of said East Half of the Southwest Quarter of said Section 28, thence South along
<br />said west line 1877 feet, more or less, to the southwest corner thereof; thence continuing
<br />South along a line parallel with the east line of said Government Lot 1 of said Section 33,
<br />158 feet, more or less, to the southerly line of said Government Lot 1; thence southeasterly
<br />along the southerly lines of said Government Lots 1 and 2, to a point on a line drawn,
<br />parallel with the east line of said Government Lot 2, Section 33, and a distance West 615
<br />feet therefrom, as measured at right angles; thence North parallel with the east line of said
<br />Government Lot 2, Section 33,600.5 feet, more or less, to the point of beginning.
