City Planning Board

August

.m~-Sectio--! 70. O112E~/ivIronrnental l~e'r'rnlt s-~

We are concerned that this section provides too
complicated and too costly requirements, so that
they will act as a deterrent to development.

It requires reports from hydrologists, biologists,
botanists, soil scientists and other technical per-
sons, as well as a very costly survey. It requires
that all flora and fauna be identified and mapped
including identifying, describing and mapping
every tree. On some of our potential iota there
may be more than lO0 trees.

Gentlemen, this section is unreasonable in its re-
quirements. Certainly you can devise an ordinance
which will accomplish your intent and still facilitate
development, instead of making it so diffi~
co~stly. This section (with others) elirninat~s_~_s~e
the possib~-{Y¥ of a sma}l developer or land owner
8-&-~ping the property, because of the heavy capi-
tal requirements.

· .... ~ ~- - ~ · · ~,q- · '. t
~onclxt~ons ..... I am told by City personnel that is is
not a typical provision for developmeRt else-
where in the City.

b) This provision has no place buried in this ordin-

an~_D_c2-- It.belongs in the City Subdivision Ordinance,
if it is to be anywhere.

1983
