10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />POLICY - The Urban Reserve Area shall be managed to <br />accommodate urbanization in accordance with the comprehensive <br />plan of the City. The land in the Urban Reserve Area shall <br />have a residential density not to exceed 4 dwellings per 40 <br />acres with a minimum lot size of 10 acres. These low <br />densities can effectively and efficiently be incorporated into <br />future urban density development. <br /> <br />POLICY - Service level - the service levels in the Urban <br />Reserve Area should remain the same as that of the Rural <br />Transition Area until such time as the land is added to the <br />MUSAo <br /> <br />POLICY - The majority of development within the urban reserve <br />area shall be served by paved roads. <br /> <br />Rural Transition Area DeveloDment Policies: <br /> <br />POLICY - The Rural Transition Area is predominantly <br />residential in character. This area shall be managed to <br />accommodate a low level of growth consistent with lot sizes <br />and service levels as presently exist. <br /> <br />POLICY - Service level - Activities that require levels of <br />service higher than existing or proposed for the area should <br />not be located in this area. Sewer service shall be provided <br />by private, on-site systems. In the event that it becomes <br />necessary to establish a central sewer and/or water system due <br />to problems caused bY existing development, a special <br />assessment district shall be established to pay for the <br />installation and maintenance of such systems. <br /> <br />POLICY - The principal long term land use in this policy area <br />will continue to be residential development on 2.5 acre lots. <br />The density of development after January 1, 1990 shall be four <br />dwelling units per 40 acres on a pro rata basis with a minimum <br />lot size of 2.5 acres. <br /> <br />POLICY - Certain non-residential land uses may be appropriate <br />in this area. Such uses would include those permissible in <br />the rural service area and businesses that provide a service <br />off the site whose primary use of the land will be storage <br />and maintenance of equipment used off the site. The typical <br />use of this type would be the contractor yard - road building, <br />construction, landscaping, well drilling. This provision <br />would accommodate those operations that would be too large or <br />inappropriate under the home occupation provisions. <br /> <br />POLICY - Ail proposed development within the Rural Transition <br />Area shall be served by bituminous roads. <br /> <br />4 <br /> <br /> <br />
