15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />POLICY - Development shall occur on an environmentally sound <br />basis as further enumerated in Policy 3. <br /> <br />Rural Service Area Development Policies: <br /> <br />POLICY - The principal long term use of land in the Rural <br />Service Area will continue to be low density residential, <br />agriculture and open space for the foreseeable future. The <br />density of development permitted after January 1, 1990 is 4 <br />dwelling units per 40 acres with a minimum lot size of 10 <br />acres. <br /> <br />POLICY - The public services existing and planned in the Rural <br />Service Area are those necessary to support limited <br />residential development - road, fire protection and civil <br />defense. Land uses which will require, either immediately or <br />over the long term, service levels greater than those <br />typically provided in the rural service area shall not be <br />permitted; uses of this nature will be directed to the areas <br />of the City where the needed service levels are available. <br />Urban services (sewer, water, developed neighborhood parks) <br />will not be available in this area for the foreseeable future. <br /> <br />POLICY - Non-residential land uses - while long term, low <br />density residential use will be the primary use of land in <br />this policy area, the City recognizes that certain other uses <br />of land may be necessary or appropriate in this policy area. <br />Business and other non-agricultural, non-residential uses may <br />be considered for location in the Rural Service Policy Area <br />only if one or more of the following criteria are met: <br /> <br />- The activity must be located in the Rural Service Area in <br />order to utilize or extract a natural resource that is located <br />in the area. Examples would be a marina, gravel mine, ski <br />slope. <br /> <br />- Recreational, educational or institutional uses (public, <br />private, non-profit) that require a location in a rural area <br />because of a need for seclusion or a natural setting. <br />Examples would include public parks and similar uses, <br />educational or summer camps, retreats. <br /> <br />- Activities that require a relatively large land area for low <br />intensity land uses. The land uses are a nature that <br />substantial topographic changes are not required and <br />structures are limited to clubhouses, maintenance buildings, <br />and accessory structures. Examples would include golf <br />courses, shooting ranges, motorized vehicle and other <br />recreational areas. <br /> <br />POLICY - Transportation - The majority of the land in the <br />Rural Service Area shall be served by bituminous roads. <br /> <br />5 <br /> <br /> <br />
