COMMI~$10N BUSINESS <br /> <br />Case ~'1 Discussion of R~rnse¥ Trail System <br /> <br />Park and Recreation Commissioner Roy Shumway read through the background informalion <br />regarding the proposed trail system in Ramsey. <br /> <br />Mr. Merland Otto explained that the Ramsey trailmap was put together as a general tioor plan <br />indicating where the Parks Commission would like the trails to be placed. He also said that the <br />Commission was looking lor buildable land so the trails were not just lowland and marshes. He <br />also showed the City Council and the Park Commission the areas where land has already been <br />acquired lor the trail system. <br /> <br />Councilmember Pearson stated lhat in his opinion lhe subject of a trail syslem should be <br />brought before the cilizens to get their input. They should also be 1old that the), will be lhe ones <br />who will have to pay for the installation and the maintenance of a trail system. <br /> <br />Mr. Merland Otto explained that most of the trails in Ramsey were going to connec! into the <br />regional trail system. He also stated that the only way to get State Aid for a snowmobile trail <br />system was to connect with the trail system that Andover, Elk River, and Zimmerman are <br />connected to. <br /> <br />Councilmember Cich asked how much it would cost to build and maintain the trail syslem. <br /> <br />Mr. lvlerland Otto told Councilmember Cich that is would cost roughly about a million dollars to <br />build the 1rail and that he did not have figures on how much it would cost to maintain it. <br /> <br />Commissioner Shumway told the Council that he could 9et some figures showing the cost of <br />installation and maintenance alon9 with the cost of having the trail policed. <br /> <br />Commissioner Roselle suggested that the City try to connect the parks that are already existing <br />with the trail system. <br /> <br />Mayor Gary Reimann said thal he also feels the City should find out what the citizens have to say <br />about a trail system and the cost; he also said it should be a decision made by the citizens and <br />possibly there should be a vote and/or a bond issue to get the input needed. <br /> <br />Commissioner Roselle suggested that 1he City Council also keep in mind what a trail system will <br />mean to the children of the City. <br /> <br />Councilmember DeLuca said that the concept of a trail system is a good one. He suggested that the <br />City acquire lhe land needed for the trail system now and bank it for when the City has the <br />money to build it. <br /> <br />Mr. Mertand Otlo told the Council and Commission that some of the developers have agreed !o <br />pavin~ the trails as they develop the land. <br /> <br />CITY COUNCIL/PARK & RECREATION - NOVEMBER 9, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
