will be a dead subject.

Case #3 R~vi~w Qf Comprehensive Park, Dedication Agreement of ENTIRE
North FQrk P.U.D.

Merland Otto told the Commission that the problem Dennis Peck wanted to discuss was the cash
amount for park dedication west of Andrie. Mr. Peck feels that if North Fork develops the golf
course it should be used as part of the park dedication which would leave little for cash
dedication.

Commissioner Hetland asked Merland Otto if it would be possible to have Dennis Peck put the
cash in a bond until the golf course was finished and at that time he would get it back.

Merland Otto said that he has already mentioned this to Dennis.

Dennis Peck told the Commission that North Fork has about 1200 acres and that they have set
aside 550 for public and open space. He told the Commission that North Fork is considering the
golf course as being public, because it will be open to the public. He said that they are also
contributing a certain amount to the homeowners. Dennis also told the Commission that North
Fork has given a little more then 10% land dedication for the area south of 153rd. He told the
Commission that there was going to be eight to ten lots on this piece of land and the rest will be
open to the public. He also said that under the agreement park dedication is complete for North
Fork except for the area East of Andrie which has about 80 lots.

Commissioner Hetland told Mr. Peck that the North Fork park system does not contribute very
much to the park system for all of Ramsey. What you have planned is a private 4 acre park for
the people of North Fork.

Meriand Otto told the Commission to remember that North Fork 3rd and 4th are not in this
agreement. This is an amendment to the agreement that already exists.

Motion by Commissioner Hetland and seconded by Commissioner Johnson to recommend denial
relieving North Fork of cash park dedication for development west of Andrie (paragraph 16 of
the proposed addendum).

Motion carried. Voting Yes: Commissioners Hetland, Lokker, Prall, Johnson and Rustad. Voting
No: None. Absent: Chairman Lichter and Commissioner Shumway.

Motion by Commission Hetland and seconded by Commission Prall to recommend acceptance of
the amendment of Park Land Dedication for North Fork as proposed in the park dedication
addendum (4-13-89) and as shown on Exhibit B.

Motion carried. Voting Yes: Commissioners Hetland, Lokker, Prall, Johnson and Rustad. Voting
No: None. Absent: Chairman Lichter and Commissioner Shumway.

Case #4 Review Draft Park Dedication Ordinance

PARK AND RECREATION COMMISSION/APRIL 13, 1989
Page 3 of 5
