The <br />developers of Cedar Hills, Windemere Woods and Chestnut Hills <br />have requested tax-increment financing to help extend sewer and <br />water to these subdivisions. <br /> <br />Due to transportation concerns and the size of the proposed <br />developments of Cedar Hil!s, Chestnut Hills and Windemere <br />Woods, the City will be completing an environmental assessment <br />worksheet (HAW) for the developments. This HAW will have to be <br />completed prior to the approval of the pla~s. <br /> <br />Lots 19-22, Block 4 are proposed to be developed with a common <br />driveway. Easements for the common driveway and a maintenance <br />agreement will be required. Also, a variance for frontage on a <br />city street will have to be granted. <br /> <br />The proposed street to the west must be connected to Sunfish <br />Lake Drive and Sunfish Lake Boulevard. Sunfish Lake Drive is <br />currently a private road. However, it is intended to be <br />constructed as a municipal state aid street. Therefore, <br />adequate right of way could be provided on the northwest edge <br />of the plat. <br /> <br />In review of the drainage to the plat, it should drain into the <br />Ramsey Terrace Pond. This lake outlets into the Rum River <br />through sto.~m sewers in Flintwood Hills Second Addition and the <br />River Bend Plaza. <br /> <br />It is our understanding that the three plats; Cedar Hills, <br />Chestnut Hills and Windemere Woods will provide a common park <br />and trail system.
