Mr. Hartley noted that even though each of the 3 proposed subdivisions fall
beneath the 150 unit minimum for requiring an environmental assessment
worksheet, the 3 are coordinating streets, parks, drainage and tax
increment financing. On that ba~i~, the developments could be considered
for a joint EAW.

Sharon Dah!gren submitted written comments from residents of Hunter's Hill
regarding the extension of 144th from Hunter's Hill into Cedar Hills. She
noted that Kay McCulley's letter should be corrected to say '144th' rather
than '143rd'.

Mr. Hartley requested time to confirm whether an EAW would be necessary.

Council directed Mr. Wally Anderson to make every effort to negotiate an
access from the southwest portion of Cedar Hills to Cry. Rd. #116.

Status Of Buildin? Permits In Oakyood Hills:

Mr. Goodrich stated that the City ordinance requires the developer to Class
5 the streets before building permits will be issued within a plat.
Oakwood Hills does not meet that requirement and through an error at City
Hall, 3 building permits were issued. Mr. David Henneck is building a home
in Oakwood Hills and his lot is on one of the streets that has Class 5
applied to it; Mr. Henneck is requesting that the stop work order for his
home be waived; only City Council can approve varying from code
requirements.

Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to
permit construction on Lot i, Block 2, and Lot I, Block 3, Oakwood Hills
to continue.

Further Discussion: Councilmember DeLuca requested that the developer of
Oakwood Hills be encouraged to complete road improvements.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg,
DeLuca, Pearson and Bawden. Voting No: None.

~JQURNMENT

Motion by Councilmember Sorteberg and seconded by Councilmember Bawden to
continue the regular City Council meeting to Wednesday, November 16, 1988
at 7:30 p.m.

Motion carried.
DeLuca, Pearson and Bawden.
