Case #3: <br /> REVIEW SKETCH OF CHESTNUT HILLS ADDITION <br />PLAN DEDICATION FROM CHESTNUT HILLS ADDITION, CEDAR HILLS ADDITION & <br /> WINDEMERE WOODS ADDITION <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />On September 15, 1988, the Parks and Recreation Commission gave concept approval to a cenlxalized park for Windemere <br />Woods, Cedar Hills and Chestnut Hills proposed divisions. At the October 20, 1988 meeting of the Ramsey Parks and <br />Recreation Cormnlssion, a motion was made and carried to deny that portion of land offered by Windemere Woods Addition, <br />Cedar Hills Addition and Chestnut Hills Addition to satisfy the City's park dedication requirements for the three proposed <br />subdivisions, because a portion of the subject property is wetland. These developers met several times with City Staff <br />regarding concerns of the subdivision layout (e.g., parks, trails, ~ansportation~ etc.) <br /> <br />The developers presented their Parks Concept Plan to the Parks and Recreation Commission on Decembe~ 8, 1988. The <br />joint proposal was reviewed by the Parks and Recreation Commission. The consensus of the Commission was to ~ccept the <br />overall concept along with a trail to the North but not to make a motion for acceptance until the Commission receives the <br />requked plats showing the entire area of the 3 developments, all the trail alignments and public use area. <br /> <br />On November 15, 1988, City Council dixected Wally Anderson, developer of Cedar Hills Addition to make every effort to <br />negotiate an access for the southwest portion of that addition to County Road #116. <br /> <br />On November 16, 1988, staff recommended that an Environmental Assessment Worksheet (EAW) be ordered for Cedar Hills, <br />Windemere Woods and Chestnut Hills Additions when the City receives the sketch plan for Chestnut Hills Addition. On <br />January 3, 1989, the Planning and Zoning Commission passed a motion to recommend to City Council to order an EAW for <br />the three developments and resubmit the sketch plan for Chestnut Hills Additions with correct right-of-way widths and lot <br />areas. For your information, the following items are enclosed: <br /> <br />A. A site location map. <br />B. Proposed subdivision. <br /> <br />Recommendations: <br /> <br />- Motion to accept sketch plan for Chestnut Hills Addition and recommend proceeding to preliminary platting. <br /> <br />- Motion to accept Par 'ks/l'rails Concept Plan for Cedar Hills Addition, Windemere Woods Addition and Chestnut Hills <br /> Addition. <br /> <br />- Motion to accept that park dedication requirements shall be full'flied as depicted in the Concept Plan and the remainder of <br /> the park dedication to be fulfilled by cash payment. <br /> <br />Commission Action: <br /> <br />- Motion to accept/deny sketch plan for Chestnut Hills Addition and recommend proceeding to preliminary platting. <br /> <br />- Motion to accept/deny Parks/Trails concept plan for Cedar Hills Addition, Windemere Woods Addition and <br /> Chestnut Hills Addition. <br /> <br />- Motion to accept/deny that park dedication requirements shall be fulfilled as depicted in the Concept Plan and the <br /> remainder of the park dedication to be fulfilled by cash payment. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer .
