Commissioner Ramsey asked about how you qualify these comments and about the ability for <br />people to schedule events. He is concerned about how you structure that in a deal. <br />Bill Dorn stated that by building it in a purchase price and having an incentive - maybe <br />something like a promissory note - some gets forgiven if we do what we say we will do. <br />Mr. Skaff stated it's a church so obviously Sunday mornings we would not allow something else <br />but maybe Friday and Saturday it would be a performing arts center. We have some flexibility. <br />Commissioner Backous felt the concept is amazing but the comments do get sticky. What if <br />some performing group wants to use your facility and its contrary to your religious beliefs. <br />Mr. Skaff stated that he would say it would have to be family friendly. For example — if a play <br />is good enough to be performed in a high school, it would be okay here as well. <br />Commissioner Backous stated it will be subjective. Looking at this floor plan — there is no gym <br />space. <br />Mr. Skaff replied they do not need gym space because that takes away from a performing arts <br />center. Why duplicate what someone else has and added we do not have a kitchen either. <br />Commissioner Elvig stated he has supported this all along and he loves the idea of a performing <br />arts center. He applauded the idea that it's not a gym. It gives youth other options. He noted he <br />was first stuck on location — it's a premier spot. All along he had said is there a way there can be <br />tax generated there but then if they are paying top dollar for the land, then he is not concerned. <br />He mentioned land leasing and thought maybe that would give the community a sense of relief. <br />What if the church is starting to suffer and we have to sell this property — now it's a performing <br />arts center . . . some scenarios he sees is churches these days come and go. He likes the fact <br />that it's not a single use building. He feels that's important. <br />Attorney Goodrich stated that we have talked about a land lease idea. We are looking at having <br />to finance some of this and that makes it tough to land lease. There are covenants a buyer would <br />be stuck with. Is it possible the church can fail — yes, it could — then the property would have to <br />be sold and it would go back on the tax rolls. <br />Commissioner Tossey asked about weddings — he said they are usually on Fridays and Saturdays <br />and that will take up a lot of auditorium space. <br />Mr. Skaff stated that the church has had four weddings over the past 18 months and they are <br />usually in the afternoon. Performing arts center people often plan well in advance. If we have <br />an agreement for that particular weekend, then a wedding could not be scheduled for that <br />weekend. <br />Commissioner Ramsey stated he loves this concept but he does have some concerns — deal — <br />structure — pricing, etc. One concern he has is how it functions — how the community will be <br />Housing and Redevelopment Authority /Special Meeting - April 3, 2012 <br />Page 3 of 6 <br />
