Having a pool of engineers Io choose from would not address the <br />need for continuity in processing projects. <br /> <br />Mr. Holm staled that processes used at the time River's Bend and Flintwood were platted <br />seemed to work out better than the current process and the City should go back to what <br />they were doing then. <br /> <br />Mr. Johnson slated that the developers are looking for one c~ntra: person at Ramsey with <br />the authorhy to coordinate and expedite a project through the process. <br /> <br />Councilmember Cich asked for further explanation of the policy to not contact consulting <br />staff without prior approval from the City Administrator. <br /> <br />Mr. Hartley stated that the policy was a Council directive. Mr. Hartley explained that there <br />were some indMduals in the city that were advocating a political position and they were <br />wishing to pursue that position by contacting the city attorney and in essences, asking thc <br />city to pay for the cost of pursuing those efforts. As a spin off, Council established the <br />aforementioned policy. <br /> <br />Councilmember Cich inquired if the duplication of effort mentioned is on the part of <br />Council, Commissions or ordinances. <br /> <br />Mr. Otto replied that he does not know if there is a duplication of effort but there are some <br />process items that could be reworked. For instance, when a conditional use permit is <br />required, there is some risk involved in processing a site plan and a conditional use permit <br />simultaneously prior to 'knowing if the conditional use permit will ~ approved; ~ading and <br />mining permit's, could be worked into the plat approval process. <br /> <br />Mr. Schulte stated that other cities allowed more dirt to be moved with an approved grading <br />plan than Ramsey allows with a mining permit; that he has invested $4,000 in a mining <br />permit in Ramsey and has not been able to move an), dSrt. 1,,~. Schulte also noted that he <br />has tried 15-16 times to contact Mr. Hartley. <br /> <br />Councitmember Cich inquired if Ramsey's ordinances conflict with those at Count3, and <br />State leveIs. <br /> <br />Mr. Otto replied that cities are conservative and. usually do what has been tested and is <br />acceptedable to the State. <br /> <br />Mr. Bauer stated that Ramsey's ordinances, particular mining and ,..m'ading, appear to have <br />been desig-ned to take more engineering time to enforce. <br /> <br />Councilmember DeLuca noted that the City ordinances have to be able to address a broad <br />range for each application. Councilmember DeLuca stated that he sees a need for a central <br />person at Ramsey that can guide developers through the process but a job description <br />would have to be formulated. Park dedication is an issue that really needs to be resolved. <br />Cit3' Council recognized the communication problem at a wori:shop in December of 1988 <br />and established a pl~ for accomplishing goals, one of which is Lmproved communications. <br />The Ci~ is wortdng on a lot of issues brought to Council's attention this evening; Council <br />wants to represent the entire city, including developers, and it makes seese to take their <br />suggestions for bstter ways to do things. <br /> <br />CiD, Council/April 3, 1989 <br /> Page 6 of 7 <br /> <br /> <br />
