Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Adopt Ordinance Establishing An Alarm System For The City <br /> Of Ramsey: <br /> <br />Chief Auspos was present and stated that the number of false alann-~s must be reduced and <br />the best way to accomplish ~t~at is to require proper installation and owner <br />maintenance/operation. <br /> <br />Motion by Councilmember DcLuca and secondec by Councilmembcr Pearson to adopt <br />Ordinance #8%7, amended as follows, which is an ordinance establishing an alarm system <br />for the City of Ramscy: <br /> <br />Under PERMITS AND EX'Ei'LPTIONS (Permits), the number of false.police <br />alarums allowed in a one 3'ear period shall be amended to 2. <br /> <br />There shall be a para,apb added to the ordinance allowing new alarm users 60 <br />days to bring the alarms into proper working order. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson <br />and Peterson. Voting No: None. <br /> <br />Case #2: Adopt Ordinance Licensing And Regulating The Sale Of Off- <br /> Sale Intoxicating Liquor: <br /> <br />City Attorney Goodrich reviewed the changes made to the proposed Off-Sale Liquor <br />Ordinance per Council discussion on Ap,il 11, 1989. <br /> <br />Council discussed allowing unlimited off-sale liquor licenses versus 3, as proposed in the <br />ordinance. The discussion for unlimited off-sale licenses included increasing tax base, <br />promoting free enterprise and the Police Chiefs indication that off-sale liquor stores ~e not <br />a policing problem. The discussion for limiting off-sale liquor licenses included protection <br />of investment of those licensed under the existing ordinance and following the concept of <br />one off-sale facility per 5,000 population. The majority consensus was to remain with 3 <br />off-sale liquor licenses as proposed in the ordinance. <br /> <br />Council inquired about limiting the issuance of the off-sale liquor licenses to community <br />residents and Air. Goodrich replied that such a term is included in the League of/x ~ihnnesota <br />Cities model ordinance.
