Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen and <br />Shumway. ¥oting No: None. Absent: Commissioners Holm and Terry. <br /> <br />Mr. Banwart suggested the Commission delete Case #9 regarding an amendment to the <br />Comprehensive Plan to exchange the MUSA boundaries. He explained that since the <br />Commissions May 2nd meeting several responses have been received from the Met Council. <br />Their latest response is that they wilt not entertain a request to exchange the MUSA boundaries <br />until the 4 in 40 zoning area is in effect. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner LaDue to delete Case ¢. 9, <br />Review Amendment to Comprehensive Plan to exchange the Municipal Urban Service Area <br />(MUSA) boundaries. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Shumway <br />and LaDue. Voting No: None. Absent: Commissioners Holm and Terry. <br /> <br />Mr. Banwart stated that due to the number of inquiries received regarding swimming pools, the <br />Council adopted an ordinance at their last meeting. Before adoption they removed the <br />temporary fencing requirement for above-ground pools. He suggested that Case #11 be <br />deteted from the agenda. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner LaDue to delete Case <br />#11, Review draft swimming pool and spa ordinance, from the agenda. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, LaDue and <br />Hendrikser;. Voting No: None. Absent: Commissioners Holm and Terry. <br /> <br />Mr. Banwart informed the Commission that Case #13, and ordinance regarding construction <br />debris and casual dumping, will be considered by the Council at their May 23rd meeting. <br /> <br />Discussion ensued regarding problems the City of Ramsey is experiencing with disposal <br />construction debris, site preparation debris such as tree stumps, and the casual dumping that <br />is occurring when people find out how much it will cost to use the landfill for disposal. Waste <br />Management has agreed to install a sign which summarizes the ordinance and the penalties <br />imposed for violation. Beck. use no wood waste will be allowed to be landfilled after July !. <br />1990, the Council wilJ consioer allowing stumps to be buried on site. Mr. Banwart pointed <br />that wood waste can be incorporated into berms on larger lots. <br /> <br />Commissioner Hendriksen questioned the status of the Wojcik Conditional Use Permit. Mr. <br />Banwart explained that they have not submitted any further information or drawings. <br />Commissioner Hendrikse~ stated that there are several violations to the current permit and <br />asked that it be placed on the agenda for discussion and recommendation to the City Council <br />to take action requiring compliance to the existing permit before another is considered, <br />Discussion. <br /> <br />Planning & Zoning Commission/May 16, 1989 <br /> Page 3 of 8 <br /> <br /> <br />
