Chairman Zimmerman informed the applicant that the City has conducted an extensive and <br />costly study for the Highway 10 Corridor. Included in this study is the recommendation that <br />the City require the exterior o1' buildings to be constructed 50% with something other than <br />metal. Mr. Ward stated that whi;e he does not disagree with this requirement, he does not <br />wish to redo the entire front of his building. He asked that he be allowed to have metal siding <br />on the new addition so that it will blend in with the rest of the building and no'. look like an <br />"add on". <br /> <br />Commissioner Shumway stated that he feels the Commission has already set a precedence <br />on this issue with their action on the McGregor addition proposal where the City required <br />compliance with th.'.-ordinance. <br /> <br />Commissioner Hendriksen pointed out that this is a well maintained building and ~t~e proposed <br />addition is to the rear so it will be hidden by the existing structure. He stated that he does <br />not feel the applicant should be required to add 50% non-metal siding. Commissioner LaDue <br />agreed stating that he understood the ordir~ance requirement was for pole buildings. <br /> <br />The Commission addressed the issue of requiring blacktop surfacing it',stead of Class 5 gravel. <br />Mr. Ward explained that they blacktopped the yard area three years ago but the area flooded <br />and caused extensive damage. Because of the proximity of Highway 10 it is necessary for <br />semi-trucks to make a pivot tur.q to back up to the loading ramp. This pivoting action destroys <br />blacktop surfaces. <br /> <br />The Commission proceeded to review the City Engineer's letter dated June 6, 1989. Mr. Ward <br />informed the Commission that th% need to provide a 10 foot right-of-way for a future drainage <br />easement. Because of tills they ~re not able to plant trees for screening purposes, as <br />recommended by the Engineer. Commissioner Shumway stated that the City is attempting to <br />have businesses within the Highway 10 Corridor comply with the ordinance and bring their <br />properties up to code. He pointed out that other businesses along Highway 10 have deliveries <br />made by semi-trucks and he fee!s the Commission should not set an adverse precedence by <br />not requiring an upgrade to th~ exterior and blacktop surfacing. <br /> <br />Commissioner Hendriksen stated that he has no problem with havin_o the addition constructed <br />to match the existing building but he also feels the front po,%~on of the parking lot should be <br />paved and that evergreens should be placed in an east'west direction parallel to Highwsy 10 <br />in an effad to screen the tank storage &rea. Commissioner Shumway pointed out that the <br />ordinance requires applicants for permits to bring their building up to code, including the <br />exlerior, b',acktop sudaces and screening. Commissioner Ter~' stated that the structure is <br />probably within tiqe 50% requirement once you consider the glass surfaces. <br /> <br />Mr. Banwart informed the Commission that <br />plan, zoning plan and site use standards. <br />Planning and Zoning' Commission for their <br /> <br />the Council has directed staff to research the site <br /> The staff recommendation will come before the <br />input before it is returned to the Council. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to recommend <br />approval of the site plan submitted by Mr. Kearn Ward of Skelgss, Inc., contingent upon <br />compliance with, the items contained in the City En2ineer's report dated June 6, 1989, <br /> <br />Planning & Zoning Commission/June 12, 1989 <br /> Page 4 of 9 <br /> <br /> <br />
