Case ¢'7' <br /> <br />DISCUSS <br /> <br />PEDESTRIAN CROSSING ON ST. FF;ANCIS BOULEVARD (HIGHWAY 47) <br /> FOR ACCESS TO' RIVER'S BEND PARK <br />By' I~;ark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />During the pasl couple of years, the City of Ramsey has begun the development of River's Bend <br />Park located Easl of Highway 47. During the same time, the Flintwood Hills Additions have been <br />developed. River's Bend Park is the closest developed park to the Flintwood Hills Addition area. <br /> <br />Observations: <br /> <br />During the summer of 1989, the Anoka County Department of Transportation has constructed <br />the realignment of County Road 11(* (Industry Avenue) as pad of the soon-to-be constructed <br />Rum River Bridge crossing. The new intersection of Industry Avenue and St. Francis Boulevard <br />is currenlly being wired for traffic lights although there is no planned time for the actual <br />installation of said signals. <br /> <br />On August 24, 1989, a child riding e bicycle was involved in a vehicle accident at this <br />intersection. The City has received numerous phone calls from the Flintwood Hills residents <br />s;ating their concerns regarding the need for a controlled crossing on Highway 47 in order Io <br />have sale access to River's Bend Park. <br /> <br />Recommendation: <br /> <br />Staff recommends that traffic signals be erected at the new County Road 116 and Highway 47 <br />intersection which would include pedestrian crossing as well as traffic signals at 142nd Avenue <br />N.W. and Highway 47. <br /> <br />Commission Action: <br /> <br />Based on discussion. <br /> <br />Review Checklist: <br /> <br />City Adminislrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Commission <br /> <br /> <br />
