On May 23, 1989, City Council directed City Staff to proceed with the negotiated purchase of <br />necessary lands for the extension of 180th Avenue Northwest and to proceed in the event of <br />successful purchase, the vacation of portions of the cul-de-sac, which would become unnecessary <br />in the event of the street extension. The subdivider of Gordon's Gardens 2nd Addition would <br />assume financial responsibility for the negotiated purchase and also the restoration of the cul-de-sac <br />prior to vacation to those benefitting property owners residing outside of the proposed subdivision. <br />In addition, Mr. Gordon stated that he was agreeable to providing easements for the continued <br />extension of 180th Avenue Northwest to the South. <br /> <br />On June 16, 1989, a letter was sent to Kenneth R. and M.K. Lewandowski, the affected property <br />owners for the possible negotiated land purchase. The City is awaiting a meeting with the <br />Lewandowski's. The have indicated that they desire a set time for such a meeting, due to conflicts <br />in their work schedule. <br /> <br />On July 17, 1989, a follow-up letter was sent to Kenneth R. and M.K. Lewandowski. In <br />addition, several telephone inquiries have been made. No response has been made. <br /> <br />On August 28, 1989, Harley Gordon applied for a full subdivision and provided a modified sketch <br />plan which included seven (7) lots. <br /> <br />On September 5, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan <br />for Gordon's Gardens 2nd Addition contingent upon the plat being modified to remove the cul-de- <br />sac and indicate a through street, lot being reconfigured to meet the 200 foot frontage requirement <br />and the City proceeding with condemnation action to acquire property necessary to extend 180th <br />Avenue N.W. to the boundary of Gordon's Gardens 2nd Addition. <br /> <br />In mid-September, after consideration of development cost, Harley Gordon submitted a minor <br />subdivision of Gordon's Gardens 2nd Addition which n ow consists of three (3) lots. <br /> <br />Recommendation: <br /> <br />Staff recommends sketch plan approval of Gordon's Gardens 2nd Addition contingent upon <br />comments and stipulations as stated in the City Engineer's review dated September 26, 1989. <br /> <br />Staff recommends that cash in the amount of One Thousand Eight Hundred Twenty Dollars <br />($1,820.00) ($26,000 x .07) be used to satisfy the park dedication requirement. <br /> <br />Commission Action: <br /> <br />Motion to accept cash in the amount of One Thousand Eight Hundred Twenty Dollars ($1,820.00), <br />which is seven percent (7%) of the raw land value, as satisfaction of the park dedication <br />requirement. <br /> <br />Motion to approve/deny/table sketch plan approval of Gordon's Gardens 2nd Addition as <br />stipulated in the City Engineer's review dated September 26, 1989. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney iX <br />City Engineer .
