Councilmember DeLuca cautioned against spending thc principle in thc Landfill Trust <br />Fund. <br /> <br />Cast' #2: Anoka Hennepin Community Education Department: <br /> <br />Claudia Dodge presented the requested 1990 Community Education Budget (Attachment B <br />to these minutes) as well as a cop>, of the 1989 Community Education Budget (Attachment <br />C to these minutes). <br /> <br />Claudia Dodge noted that it is proposed to have the Ramsey Adolescent Program under the <br />supervision of the Sandburg Community Education Coordinator rather than Ramsey's as <br />Ramsey's adolescents attend Sandburg. <br /> <br />Claudia Dodge stated that thc cost of the Community Education Program is distributed at <br />approximately 1/3 City share, 1/3 through enrollment fees and 1/3 School District. <br /> <br />Councilmember DeLuca asked that Claudia Dodge provide the Committee with a report on <br />the status and success of the Key Communicator Program. <br /> <br />Upon inquiry by Councilmember Peterson, Claudia noted that the trailblazer program is <br />iucluded in the 1990 budget under the summer program. <br /> <br />The concern for providing activity bus service to Sandburg students so they can participate <br />in Community Ed programs was discussed. The Committee requested that Claud/a Dodge <br />pursue the accessibility of the Fred Moore Junior High activity buses to Sandburg students <br />5 days a week. <br /> <br />Mr. Hartley requested that Claudia provide the Budget Committee with a report regarding <br />the following: activities and enrollment; analysis of program indicating costs and funding <br />provided by the School District, City and enrollment fees; an overview of the community <br />education program. <br /> <br />Case #3: Public Safety: <br /> <br />Sandra Ashley referred to the requested 1990 Public Safety General Fund Budget, to which <br />there are no real significant increases, and noted that the amount of overtime projected is <br />based on the assumption that the department is filled out with the two positions budgeted <br />for in 1989. <br /> <br />Police Chief Mike Auspos proceeded to rev/ew the requested 1990 capital outlay for Public <br />Safety (Attachment D to these minutes). <br /> <br />Upon inquiry, Chief Auspos indicated that no special funding is needed to fight drugs or <br />set aside police department hours for the purpose of working with the youth; the money is <br />better spent on providing alternatives for youth through parks and pro,ams. <br /> <br />Councitmember DeLuca noted that the capital outlay includes purchase of two mini cassette <br />recorders at $330.00; he stated that he would provide Chief Auspos with some <br />recommendations for more cost efficient recorders of equal quality. <br /> <br />Budget Committee/September 11, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
