The proposed subdivision is a Planned
Unit Development (P.U.D.).

The developer is proposing a subdivision which would create 19
residential lots on approximately 60 acres. The proposed density
of the plat is one dwelling per 3.16 acres thus park dedication at
a minimum is 10% of the gross land area or cash equivalent. As a
PUD, however, the developer must provide a minimum of 20% park and
open space for public or private use. The developer has indicated
that approximately 23 acres of park along the river would be
dedicated as public park.

Since the dedication would be for public use, no additional park
dedication would be required. (As you'll recall in the Northfork
PUD, open space was provided for private use, and therefore,
additional park dedication was required to fulfill public park
needs).

We offer the following comments regarding the proposed dedication:

- The land is alluvial land subject to flooding with over 3,000
feet bordering on the Rum River (similar to River's Bend).

The size of the proposed park is somewhat larger than a
typical neighborhood park but slightly smaller than that of
a community park (minimum 25 acres).

city Code requires a minimum of 200 feet of street frontage
for neighborhood park land. No frontage is provided, thus
vehicular access and parking is a problem as proposed.

ZZZ Monroe Street
Anoka, Minnesota 55303

61Z/4Z7-5860

Fax 612/427-3401

Eagene ).
