However, this is permissible under the concept of <br />a P.U.D. Mininum lot frontage in areas which may ultimately <br />receive sewer is 160' which allows for future resubdivision <br />of lots with minimum 80' frontage. The developer should allow <br />for this by placement of housepads on one side of the lots <br />rather than in the center as shown. <br /> <br />The Anoka County Soil Survey indicates that soils within the <br />plat are complex with more than 10 soil series identified on <br />the plat. Significant areas of the plat are comprised of <br />Class II, III and V soils unsuited for standard on-site <br />systems. Nymore B and C sands are predominant Class I soils <br />in a portion of the southern area of the plat. Soil borings <br />should be undertaken to determine that adequate Class I soils <br />exist on each lot particularly in Blocks 1, 2 and 3. <br /> <br />The plat will be re-reviewed by the Parks Commission at their <br />December 14 meeting for parks dedication. Staff <br />recommendation will be to require land to accommodate <br />continuation of the trail along the County Ditch No. 3 <br />drainageway and a north-south trail located generally as <br />shown as Outlot D. <br /> <br />Approximately 21.7 acres representing 18.9% of the plat is <br />indicated as Outlots inclusive of Outlots A and B. This is <br />less than the minimum 20% required.. <br /> <br />Land to be dedicated as park should be indicated as such <br />rather than as "Outlot". <br /> <br />The city should consider the criteria and objectives listed <br />in Ordinance 170.016K in processing the rezoning to a P.U.D. <br /> <br /> <br />
