Title: Consideration of authorizing advertisement for bids to pave wear course in Ramsey Town Center 8th, 9th, and loth Additions. Background: The paving of the wear course, which is the upper 1-1/2 inches of bituminous pavement that forms the exposed driving surface of the streets, has not yet been completed in the Ramsey Town Center (RTC) 8th, 9th, and loth Additions. Paving of the wear course is often left until later to allow lots within developments to more fully develop to minimize damage to the wear course caused by construction equipment traffic during the build out of the development. At the May 28th regular Housing and Redevelopment Authority (HRA) meeting, City Administrator Ulrich provided an update to the HRA on this item. It was explained that the wear course on all streets within the 8th and loth Additions can now be paved using escrow funds for RTC 8th and loth Additions in the respective amounts of $87,464.36 and $91,558.70. There are no escrow funds available for RTC 9th Addition as these funds were released without consulting the city first so other funds will be required to pay for these improvements. All streets within RTC 8th and loth Additions are public streets. As such, the city will need to pave the wear course on these streets eventually. All the streets in RTC 9th Addition are private streets so the city is not technically responsible for paving the wear course on these streets. However, considering that this development remains largely undeveloped, and since staff is not aware of any prospects for completing this development, it might be best to consider getting a cost for paving the wear course for RTC 9th Addition at this time in order to take advantage of the economies of scale that will be offered by paving the wear course on all three of the developments at once, and since it would prevent the need to run construction equipment over the new wear course on streets within the 8th and loth Additions in the future. The City could then approach the private property owners of RTC 9th about paying for these improvements. Staff is requesting City Council authorization to advertise for bids for paving the wear course on all public and private streets within the three developments. This work would then be bid as Program B of the 2013 Street Maintenance Program, with Program A being comprised strictly of the seal coating portion of the project. Furthermore, staff is proposing to bid the wear course improvements for the private streets within RTC 9th Addition as an alternate bid to Program B. Council can then consider whether to approve this work at the time the bids for Program B are accepted and a contract is awarded based upon identified funding. Notification: No assessments are proposed to help fund this work so no public notification process was followed. Observations/Alternatives: If Council would prefer to not consider paving the wear course on the private streets then bids should only be authorized for the streets in RTC 8th and loth Additions. Alternatively, Council could choose to not authorize bids for paving the wear course on any of the streets in RTC 8th, 9th and loth Additions, in which case the 2013 Pavement Management Program would only contain Program A, which is the seal coating improvements.
