Board Member Johnson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #03-10-268 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT #0652 RELATING TO A REQUEST <br />FOR A VARIANCE TO SUBDIVISION DESIGN STANDARDS - LOTS. <br /> <br /> WHEREAS, Wayne and Marian Meloche, hereinafter referred to as "Applicants," have <br />properly applied for a variance from Section 9.50.30 (Subdivision Design Standards - Lots) of the <br />Ramsey City Code to create a buildable lot without public road frontage on the property generally <br />known as 17400 Erkium Street NW and legally described as follows: <br /> <br />All that part of Government Lot 4, Section 1, Township 32, Range 25, lying north of <br />Trott Brook running through said Government Lot 4 (consisting of approximately 30 <br />acres) and together with an easement of road purposes over and across the west 66 feet <br />of the east 250.81 feet of the Northwest Quarter of the Southwest Quarter of Section 1, <br />Township 32, Range 25, Anoka County, Minnesota, as measured at right angles to the <br />east line of said Northwest Quarter of the Southwest Quarter. <br /> <br />(Subject Property) <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ADJUSTMENT OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Board of Adjustment conducted a public hearing pursuant to Section 9.03.07 of the <br />Ramsey City Code on October 2, 2003, and that said public hearing was properly advertised, and <br />that the minutes of said public hearing are hereby incorporated as a part of these findings by <br />reference. <br /> <br />2. That the Subject Property is zoned R-1 Rural Developing, is located outside the 2020 <br /> Metropolitan Urban Service Area, and is approximately 27 acres in size. <br /> <br />3. That the Subject Property is surrounded by properties zoned R-1 Rural Developing. <br /> <br />4. That the Subject Property is located in the Scenic River Overlay District. <br /> <br />5. That Section 9.50.30 of the Ramsey City Code states that all lots shall have the minimum <br /> required frontage on a publicly dedicated street. <br /> <br />6. That Section 9.20.11 of the Ramsey City Code states that the minimum lot width (public road <br /> frontage) per lot is 200 feet. <br /> <br />That the Subject Property has no direct access to a public road and is served by a private <br />driveway easement across the adjacent 40-acre parcel to the north that connects with Erkium <br />Street. <br /> <br />8. That a former property owner was granted a variance in 1983 to build one home on the Subject <br /> Property. <br /> <br /> <br />
