Administrator of Anoka County. <br /> <br />Further Discussion: Mr. Jack Ippel inquired as to the reason for the inequity between <br />Ramsey's 1989 CDBG allocation and Anoka's (approximately $135,000). Mr. Hanley <br />replied that City Staff will research the reason for the inequity. Mr. Banwart also noted that <br />Ramsey's one economic development revolving loan may soon be paid off and those funds <br />will then be made available for similar uses again. <br />Motion carried. Absent: Councilmember Cich. <br /> <br />Case #2: Report From Ms. Kim Flesner Regarding Anoka County Area <br /> OffFor Persons With Disability: <br /> <br />Ms. Flesner thanked the City Council for appointing her as Ramsey's representative on the <br />Anoka County Area Of/For Persons With Disability, the purpose of which is to keep the <br />decision makers informed as to the needs of the handicapped and keep the handicapped <br />informed as to their rights. Ms. Flesner reviewed her personal and educational experience <br />on the subject of handicapped persons, their needs and rights. <br /> <br />Case #3: River's Bend Park South Development; Improvement Project <br /> #89-1: <br /> <br />Mr. Otto stated that there has been no official responses from Anoka County, DNR and <br />Corps of Engineers regarding the alternative access road alignment to River's Bend Park <br />South Development. DNR and the Corps of Engineers will be reviewing the site on March <br />1. Attempts to contact the Department of Trade and Commerce regarding their concerns <br />with the access road in relationship to the park have been unsuccessful. Mr. Otto <br />recommended approving plans and specs and advertising for bids as the contract for the <br />project must be awarded by April 1 in order to receive the $136,000 in CDBG funds for the <br />project. Acceptance of the bids would have to be contingent upon the approval of the plans <br />by various outside agencies. <br /> <br />Mr. Otto also noted that there i_s_a cooperative grant available through DNR for a fishing <br />pier; applications must be submitted by March 15, 1989. Cities expressing an interest in <br />cost sharing the project usually receive first consideration. The proposed 1989 <br />improvements to River's Bend Park could be suggested as being in lieu of Ramsey's share <br />of the fishing pier project cost. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-02-44 approving plans-and specifications and ordering advertisement for <br />bids for Improvement Project #89-1 with acceptance and aw~ar~d~o~f bidcontingent upon the <br />approval of the plans by other agencie~cs~ ....... : <br /> <br />Ft~rther'Digeu~Mon: Councilmember DeLuca expressed concern with the impact to <br />Ramsey's integrity resulting from advedrfising for bids on projects that have a ptotential to <br />be withdrawn. Mayor Reimann noted that contingencies safeguard the City and bidders <br />make a decision to bid knowing the contingency. <br /> <br />Motion carried.
