Motion by Councilmember Petcrson and seconded by Councilmember DeLuca authorizing <br />City Staff to apply to DNR for a cooperative grant for the purpose of constructing a fishing <br />pier in River's Bend Park. <br /> <br />Further Discussion: Mr. Banwart suggested that the authorization to apply for the grant is <br />more effective in the form of a resolution. <br /> <br />Councilmembers Peterson and DeLuca withdrew their motion. <br /> <br />Council consensus was to direct City Staff to prepare a resolution for Council consideration <br />on March 14 authorizing application for a DNR cooperative grant for a fishing pier in <br />River's Bend Park. <br /> <br />Case #4: Status Of Gateway Airport: <br /> <br />Mr. Otto briefly reviewed Resolution #86-167 outlining Council action through 10/14/86 <br />and Council's intent to acquire and develop Gateway North Airport. Mr. Otto briefly <br />reviewed significant City action since I0/14/86 relating to Gateway North Airport. The <br />current status is Mn/DOT has approved the environmental review:document and the City is <br />still waiting for completion of FAA's review of it. Mr. Otto noted that FAA has had the <br />environmental review document since August of 1988 and has not yet begun their review; <br />Mr. Otto suggested that the City draft a letter to Mn/DOT and FAA expressing <br />dissatisfaction with the lengthy review time periods. Mr. Otto stated that once the <br />environmental review is completed, the City can submit pre-application for Mn/DOT and <br />FAA funding. <br /> <br />Councilmember Peterson requested some background information on the authorization to <br />proceed with pre-application for funding and if the Gateway Airport project is a "given" if <br />FAA approves the environmental review document. <br /> <br />Mr. Otto replied that ort July 26, 1987, City Council authorized submitting the <br />environmental information [document to review agencies and ordered completion of Phase <br />II of the Air'pon Master Plan which includes pre-aptolication for tim. ding. The state would <br />then review pre-applicatioris and issue a project rar~ 'ng and tentative allocation of funds. <br />Subsequent to that, the Ciiy would receive an off}r for funding and must ihen make a <br />decision to proceed with the~project or not. I ~ <br />Councilmember Peterson e:~pressed concern with spending money on additional phases of <br />the Airport Master Plan prior to obtaining a consensus of the Council membership effective <br />Janum-9', ! 9891 regarding whether or not to develop Gateway Airport. <br />Mr. Goodrich inoted that City Council has also instructed him m research alte_rnatives for <br />establishing ail'port zoning as it relates to the public referendum on the same subjeet-i~ <br />and language ih the City Charter. <br /> <br />Mr. Otto refe~ed to Councilmember Peterson's concerns and noted that advancing to each <br />new phase ofthe Airport Master Plan Study requires Council approval. <br /> <br />Motion by Councilemmber Pearson and seconded by Councilmember DeLuca directing <br />City Staff to issue a letter to FAA and Mn/DOT regarding Ramsey's concern with the <br />lengthy review times and the delays they are creating. <br /> <br />City Council/February 28, 1989 <br /> Page 6 of 11 <br /> <br /> <br />
