Absent: Councilmember Cich. <br /> <br />Case #5: MUSA Expansion: <br /> <br />Mr. Otto stated that Metro Council staff has indicated that they will deny Ramsey's <br />proposed amendment to the Comprehensive Plan and supporting documentation for an <br />expansion to the MUSA boundaries. Metro Council is concerned with proliferation of 2.5 <br />acre lots in the rural area and areas in the existing urban area that are not yet developed. <br />Mr. Otto stated that Metro Council indicated that the only way Ramsey will receive position <br />action is by connecting Flintwood and Ramsey Terrace to the municipal utilities and <br />imposing a 4 unit/40 acre density outside the MWCC boundary. Mr. Otto staled that it is <br />very unlikely that Ramsey Terrace and Flintwood would connect to the utilities. <br /> <br />Mr. Otto suggested that negotiations for a MUSA expansion continue with the following <br />terms: <br /> <br />Delete Ramsey Terrace and Flintwood Hills from the MUSA area. This option may <br />also allow for more of an expansion to the MUSA boundary than what is being <br />proposed. <br />Impose a 4 unit/40 acre density, with a 6-12 month phase-in period, on those <br />parcels outside the MWCC boundary that are not adjacent to or surrounded by 2.5 <br />acre subdivisions. <br />Request that Metro Council mandate the 4 unit/40 acre density to alleviate the City's <br />liability for the taking of development rights. <br /> <br />Mr. Hartley noted that if Ramsey Terrace and Flintwood Hills are deleted from the MUSA <br />area, and if they request or need municipal utilities in the future, the Comprehensive Plan <br />could be amended again. <br /> <br />Council consensus was to direct City Staff to continue negotiations with Metro Council <br />Staff for a compromise to amend Ramey's MUSA boundaries. <br /> <br />Council recessed at 9:08 p.m.' <br /> <br />Mayor Reimann called the meeting back to order at 9:20 p.m. <br /> <br />Case #6: Adopt Ordinance To Rezone Certain Lots In Riverview Estates <br /> From B-1 Business to R-I Urban Residential: <br /> <br />Mr. Hartley recalled that on February 14, City Council aPproved and introduced an <br />ordinance to rezone lots in Riverview Estates. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Ordinance #89-5 to rezone Lots 1-6, Block 2, Riverview Estates from B-1 Business to R-1 <br />Urban Resident/al. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson and <br />Pearson. Voting No: None.
