Case g'/: Make The Scene, Keep Ramsey Clean Committee Update: <br /> <br />Mr. Terry Miller, Chairman of the Make The Scene/Keep Ramsey Clean Committee and <br />Mr. Glen Hardin, Chairman of the Treasury Committee, were present. Mr. Miller <br />proceeded to review the proposed budget for the May 6 Clean Up Day and April Clean Up <br />Month. Ramsey's Project Manager, Jim Gromberg, proceeded to review the proposed <br />budget for education and public relations. The Keep America Beautiful Budget for 1989 <br />projects summarized as follows: <br /> <br />EVENT SOFI' COST HARD COST TOTAL <br /> <br />Clean Up Day $42,251.25 $6,588.00 $48,839.25 <br />Clean Up Month $ 1,104.00 $2,475.00 $ 3,579.00 <br />Educational $9,512.50 $9,512.50 <br /> <br /> TOTAL $43,355.25 $18,575.50 $61,930.75 <br />Mr. Miller requested that Council approve the Keep America Beautiful budget for 1989 <br />through the City's Landfill Abatement Fund; plans are to support future years budgets <br />through donations and grant programs. <br /> <br />Finance Officer Sandra Ashley was present and recommended that the Landfill Tipping Fee <br />Fund #225 be used to fund the 1989 Keep America Beautiful projects. <br /> <br />Councilmember DeLuca questioned whether under State Statute, the Ramsey Clean Up Day <br />qualifies for funding by the Tipping Fee Fund. <br /> <br />Mr. Hartley stated that the Attorney General's office indicates that use of tipping fees is <br />very broad in authority; that the funds can be deposited in a city's general fund and used to <br />abate the impact of being a host community to a landf'fll. <br /> <br />Mr. Goodrich replied that State Statute regarding use of landfill tipping fees is loosely <br />written and in the opinion of the Attorney .General, any project dealing with waste, waste <br />abatement or clean up would be an acceptable use of tipping fees. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to approve <br />of funding in the amount of $18,575.50 for the Make the Scene, Keep Ramsey Clean <br />Committee for programs in 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson and <br />Pearson. Voting No: None. Absent: CouncilmemberCich. <br /> <br />Case #8: Review Status Of Landfill Advisory Commission: <br /> <br />Mr. Hartley stated that the functions of the Landfill Commission and the Keep America <br />Beautiful Committee are overlapping. Staff is recommending changing the name of the <br />Landfill Commission to the Solid Waste Issues Committee and rnaldng it a subcommittee of <br />the Keep America Beautiful Committee. <br /> <br />Mr. Gromberg noted that the Chairman of the Landfill Commission a~ees with Staffs <br />recommendation because there is a serious attendance problem on the Landf'fll Commission <br />and the issues they have been addressing would be better served through the Keep America <br /> <br />City Council/February 28, 1989 <br /> Page 8 of 11 <br /> <br /> <br />
